Dear Mr. Martin:
Purst:ent to the requirements of Reference 1, Nebraska Public Power District (NPPD) is submitting the following response.
An immed! ate review was conducted in response to IEB 86-01.
This review, along with discussions with General Electric, determined that Cooper Nuclear Station does not have the single failure vulnerability described in Reference 1.
The circuitry at Cooper includes a relay contact which isolates and provides independence for the minimum flow circuitry of the two RIIR' loops.
The circuitry for this isolating relay has been field verified and/or functionally tested.
General Electric has issued a letter to the District confirming that the Cooper RHR' minimum flow bypass valve logic is single failure proof due to this isolating contact.
