DOCKET NUMBER 50-483 CALLAWAY PLANT ADVANCED NOTICE OF PROPOSED RULEMAKING NUCLEAR PLANT LICENSE RENEWAL An Advanced Notice of Proposed Rulemaking was published by the NRC on August 29, 1988 (Ref: 53 FR 32919) concerning nuclear plant license renewal. As you are aware, utilities are faced with the decision of whether or not to pursue life extension for their nuclear plants. For some plants this decision must be made in the relatively near future because of current license expiration dates, long lead times for replacement capacity, and the anticipated effort to support the license renewal process.

Although Callaway Plant is relatively new, Union Electric supports timely issuance of a rule to allow early planning and collection of data in support of our plant life extension program.

l Union Electric is a member of the NUMARC NUPLEX Working Group and endorsen the positions provided to the Director of NRN's Office of Research by letter dated September 20, 1988.

This position paper is entitled "NUMARC NUPLEX Working Group l Position on Key License Renewal Policy Issues".

1 Items of prime importance to Union Electric include the licensing basis used for determination of the adequacy of the renewal license and the scope of the review process. A plant's "Current Licensing Basis" should be used to determine the acceptability of a license review and the disciplined process of the Backfit Rule must govern any attempts by the staff to impose l

changes to a plant's licensing basis, hardware or procedures. In i addition NRC's review should focus on safety significant i components subject to age-related degradation which l

are not covered by routine inspection, refurbishment, or replacement.

We appreciate the opportunity to comment on the NRC's Advanced Notice of Proposed Rulemaking and support these efforts related to nuclear plant licanse renewal.
