This refers to the inspection conducted by Mr. J. E. Bess of this office during

the period March 31 through May 2,1986, of activities authorized by NRC

Construction Permits CPPR-128 and CPPR-129 for South Texas Project, Units 1 and

2, and to the discussion of our findings with members of your staff at the

conclusion of the inspection.

Areas examined during the inspection included the review of records pertaining

to the receipt and installation of electrical equipment, nonconformance reports,

design changes, audits, construction testing records, and QC personnel

qualification rei:ords. Within these areas, the inspection consisted of selective

examination of procedures and representative records, interviews with personnel,

i

and observations by the inspector. The inspection findings are documented in the

enclosed inspection report.
