TECHNICAL SPECIFICATION CHANGE 6E0 VEST REGARDING ANNUAL RADIOLOGICAL ENVIRONMENTAL OPERATING REPORT-MCGUIRE AND CATAWBA NUCLEAR STATIONS (TACs 67987. 67988, 67989, 67990) I By letter dated April 22, 1988, you requested changes to Technical Specification (TS) 6.9.1.6 for the McGuire and Catawba Nuclear Stations.

The change would delete the requirement to provide in the Annual Radiological Environmental Operating Report the complete listing of all individual results of oil radiological environmental samples and all environmental radiation measurements. Instead, just the summarized and tabulated results would be specified to be furnished annually.

In your supporting discussion, you state that the existing requirement to provide the individual results of all analyses and measurements is an administrative burden which adds substantially to the size of the Annual Radiological Environmental Operating Report without adding any significant information not already included in either the text of the report or the summary of the results. You further note that individual results would be kept on file for NRC examination.

We have reviewed your request and find it to be unacceptable. The TS as presently written reflects the appropriate level of reporting. We find that inclusion of individual results of all analyses and measurements provides for independent verification of the report by the NRC and other agencies (e.g.,

U. S. Department of the Interior, U. S. Department of Commerce, National Bureau of Standards, U. S. Environmental Protection Agency) and the general public and enhances its usefulness and credibility. Maintaining the results on file for NRC examination would make more difficult, if not eliminate, the ability of users other than the NRC (including the general public) to verify the summarized and tabulated results. Such hardship would outweigh your burden in reporting these data.

Additionally, you state that the change would not involve a significant hazards consideration because it is purely administrative and matches example (i) of 51 FR 7750. We find that such a change would not be "purely administrative" in the context of example (1) (i.e., it would change a significant existing requirement, rather than, for example, achieve consistency throughout the TSs, correct an error or change nomenclature).
