Gentlemen:

This refers to the special team inspection conducted by Messrs. A. Singh and

C. E. Johnson of this office and Mr. T. Storey of Science Applications

International Corporation (SAIC), during the period October 3-7, 1988, of

activities authorized by NRC Operating License NPF-76 and Construction

Permit CPPR-129 for the South Texas Project Units 1 and 2, and to the

discussion of our findingt with members of your staff at the conclusion of the

inspection.

Areas examined during the inspection included establishment and implementation

of the fire protection program. Within these araas, the inspection consisted

of selective examination of procedures and rrresentative records, interviews

with personnel, and observations by the NRC inspectors. The inspection

findings are documented in the enclosed inspection report.

During this inspection, deficiencies were identified which involved inadeouate

technical review of the abnormal operating procedure for control room evacuation.

Similar deficiencies were found for the Unit 1 control room evacuation procedure

during the period March 30 through April 3,1987, as identified in NRC

Inspection Report 50-498/499/87-17. During an inspection of the plant abnormal

operating procedures during the period of August 22-26, 1988, and as reported

in NRC Inspection Report 50-498/499/88-54 additional inadequacies with the

plant's abnormal operating procedures were identified. These inadequacies were

cited as a violation. As discussed during the exit interview of October 7, your

response to the violation identified in NRC Inspection Report 50-498/499/88-54

should also address the deficiencies with the control room evacuation procedure

discussed in this report since the deficiencies are considered to be another

example of the previously issued violation.
