CHANGE 88-21 In accordance with 10 CFR 50.90, we are enclosing a requested amendment to licet. sos DPR-77 and DPR-79 to change the technical specifications of SQN units 1 and 2. The proposed change revises limiting condition for operation (LCO) 3.7.5 to increase the maximum allowable ultimate heat sink (UHS) temperature from 83 degrees Fahrenheit (F) to 84.5 degrees F. A minimum water-level requirement is added to LCO 3.7.5 by the proposed change. The format and wording of specification 3/4.7.5 are revised to incorporate the new reservoir lesel requirements. The revised format and wording are consistent with the draft revision 5 of the Westinghouse Standard Technical Specification. Additionally, the wording of LCO 3.7.5 and surveillance  ;

requirement 4.7.5 is modified to Jpecify that the UHS temperature limit applies to the essential raw cooling water (ERCW) supply water temperature. l l

The proposed TS change is identified in enclosure 1. The justification for  :

the proposed TS change is provided in enclosure 2. A proposed determination of no significant hazards consideration performed pursuant to 10 CFR 50.92 is provided in enclosure 3.

Enclosed is a check for the $150 amendment application fee required by 10 CFR 170.12.

This proposed change is necessitated by the ongoing drought in the Tennessee i River watershed. Current projections indicate that the present UHS l temperature limit of 83 degrees F may be exceeded in mid- to late-July.

Because of the potential for a forced unit shutdown, TVA requests that this proposed change be processed as expeditiously as possible.
