Carolina Power 6 Light Company (CP6L) hereby requests a revision to the Bases of the Technical Specificacions for the Brunswick Steam Electric Plant (BSEP), Units 1 and 2.

The proposed change adds a statement to the Bases for Technical Specification 3.6.6.3 to clarify the intent of this Technical Specification requirement.

However, until the Brunswick Technical Specific.ations have been revised to incorporate this clarification, the NRC is tracking i

this issue as an Inspector Follow up Item (

325/87-36 04 and 324/87 37 04). Therefore, to support closure of this Inspector Follovup Item, Carolina Power & Light Company requests that the NRC review and approve this Bases change by May 1, 1989.

Basis The proposed change adds a statement to the Bases to clarify the intent of Technical Specification 3.6.6.3.

Technical Specification 3.6.6.3 provides the controls to ensure that the primary containment atmosphere oxygen concentration is maintained less that 4 percent by volume during normal operation.

The oxygen concentration in primary containment may exceed the 4 percent oxygen concentration limit during the following conditions:

(1)

During pover ascension, until 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after 15 percent RATED THERMAL POWER is reached.

(2)

Durin5 power descension, 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> prior to reaching 15 percent RATED THERMAL POWER, and (3)

For maintenance.ctivities requiring power decreares with entry into the dryvels: Within 74 hours8.564815e-4 days <br />0.0206 hours <br />1.223545e-4 weeks <br />2.8157e-5 months <br /> after oxygen concentration exceeds 4 percent by volume, these activities should be completed and the dryvell re inerted to an oxygen concentration less than 4 percent by volume or the un).t should have been reduced to less than 15 percent RATED THERMAL POWER.

The intent of the Technical Specification 3.6.6.3 time limits is to l

allow primary containment entrics at low power levels, in addition to entries during normal unit start ups and shutdowns, for inspection and i

maintenance activiti6s.

In any case, the containment atmosphere oxygen l

thermal power is less than 13 percent RATED THERMAL POWER. Otherwise, the ACTION statement associated with Technical Specification 3.6.6.3 will be followed. This clarification is consistent with the BVR 4 Standard Technical Specification 3.6.6.4 ACTION statement, which allows l

operation for 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> with the primary containment de inerted without I

being required to shut the unit down.

As discussed in Inspection Report Nos. 50-325/87-36 and 50 324/87 37 dated November 24, 1987, the NRC has agreed with the clarification of the drywell oxygen con centration requirements stated above.

However, until such time as the Brunswick Technical Specifications have been revised in incorporate this clarification, the NRC is tracking this issue as an Inspectot Follow up Item (

Reference:

325/87 36 04 and 324/87 37 04).

10CFR50.92 Evaluation Consistent with the provisions of 10CFR50.36(a), the Bases are not considered part of the actual Technic 61 Specifications because they are only summary statements of the bases or reasons for the specification.

Therefore, a 10CFR50.92 significant hazards evaluation is not provided for this thsnge since the requested Bases clarifier,cion is only an enhancement of the summary statements in support >f the Technical Specifications.
