Enclosed for your review, prior to our scheduled meeting of December 8, 1988

is the SALP 8 Board Report for Clinton Power Station, covering the period

September 1, 1987 through August 31, 1988.

In accordance with NRC policy, I have reviewed the SALP Board Assessment

and concur with their ratings. It is my view that your conduct of nuclear

activities in connection with the Clinton facility was acceptable.

Overall, the ratings reflect continued management involvement over licensed

activities and a generally conservative operating philosophy. Highlights of

the report are set forth below:

1. The functional area of Security improved from a Category 2 rating

during the previous assessment period to a Category I rating during

this assessment period. This rating reflects a security program

that was conducted in an exemplary manner.

2. All other functional areas sustained Category 2 ratings consistent with

the ratings in these functional areas during the previous assessment

pe r6d. An improving trend was noted in the Operatfotes area. Engineering /

Technical Support is a new functional area and the previously separate

Maintenance and Surveillance functional areas have now been combined.

j Also, the new functional area of Safety Assessment / Quality Verification

L incorporates the previous separate areas of Licensing and Quality

Programs and Administr * " ntrols Affecting Quality.

Although the SALP ratirgs t.' aibit a significant improvement from those

of the previous SALP period, a # eve your performance during the difficult

evolution of completing power a...nsion testing and moving into commercial

operation was commendable. While the Board did not discern a conclusive trend

in functional areas assigned a rating of 2 other than in 9perations, performance

in the other five areas assigned a rating of 2 was characterized as solid and

above average. Your close attention to problems and performance is

racognized. Continuing this practice .id attending to those areas discussed

in the SALP overview should serve you sell in your pursuit of excellence.
