Gentlemen:
This refers to the two part inspectinn conducted by Messrs. H. F. Bundy and
T. O. McKernon of this office during the period September 12-14, 1988, and
October 10-14, 1088, of activities aathorized by NRC Operating License NPF-76
and Construction Permit CPPR-129, for the South Texas Project, Units 1 and 2,
and to the discussion of our findings with Messrs. M. Wisenberg, S. Head,
M. Polishak and other members of your staff at the conclu'lon of the inspection.
Areas examined during the inspection included preoperational test procedure
review, preoperational test witnessing, location of manual trip circuits, I w
fuel receipt, and followup to previously identified inspection concerns.
Within these areas, the inspection consisted of selective examination of
procedures and representative records, interviews with personnel, and
i
observations by the NRC inspectors. The inspection findings are documented in

the enclosed inspection report,
Within the scope of the inspection, no violationt ,,
deviations were
identified.
An unresuved item is identified in paragraph 5 of the enclosed ir;spection
report.
