Gentlemen:

This forwards the report of the Systematic Assessment of Licensee

Performance (SALP) for Waterford Steam Electric Station, Unit 3. The SALP

board met on September 7, 1988, to evaluate the performance of your facility

for the period of February 1,1987, through July 31, 1988. The performance

analyses and resulting evaluations are docueented in the enclosed SALP board

report,

In accordance with NRC policy, I have reviewed the SALP board assesssent and

concur with the ratings. Since this assessment was conducted in accordance

with the recently revised NRC Manual Chapter 0516 with restructured functional

areas, direct comparisen of some of the performance ratings in this report

with those in past SALP reports is not apprcpriate. While the overall

performance at Waterford 3 continues to be good, it is my view that substantial

improvement is possible with an increased managevent emphasis on your ability

to perform self-critical assesstents. The folicwing specific areas merit

j highlighting:

1. The ratings in the functional areas of Emergency Preparedness and

Security improved frcm the previous SALP period to Category I ratings,

irdicating effective management involvement in these areas. However, a

declining trend in Emergency Preparedness after the end of the SAIP

period may have been indicated by the performance demonstrated during

l ycur annual emergency respense exercise on October 12, 1988. I encourage

you to review this area to eephasize continued high level performance.

I 2. The performance in the functional areas of Plant Operations and

Radiological Controls was a Category 2 rating with an improving trend at

the end of the assessment period.

( 3. The functional area of Maintenance / Surveillance was a Category 2 rating

, with an improving performance tre9d. An effective surveillance program and

several ef fective maintenance program initiathes were considered

I strengths.

n 4. The performance in the functional area of Engtreering/ Technical Support

was a Category 2 rating. Although training was censidered a strength, a

weatress *as icentified with inadeauste engineering instructions.

5. The performance in the functional area of Safety Assessment / Quality

Verification was rated a Category 2. The assessment of this area was

dominated by the apparent weaknesses in your self-assessment capability,

plant safety committee reviews, and the effectiveness / tine 11 ness of

corrective actions to identified, potentially significant problems.

A management meeting will be scheduled with you and yose staff to review the

results of this SALP report. The time and date of this meeting will be

prot.ulgated separately. Within 30 days of this manage meeting, you are

requested to comment, in writing, to this office for a i45 which received

a SALP Category 2 rating.

Comments which you submit are not subject to the cleara , ,cedures of the

Of fice of Management and Budget as required by the Paperwork Reduction Act of ,

1980, PL 96-ill. A copy of your written comments will be included in the final '

distribution of the SALP report.
