XCP-EE-14 Revision 2 Page 2 of 8 MOLDED CASE CIRCUIT BREAKER AND THERMAL OVERLOAD RELAY / HEATER TESTING 1.0 PURPOSE The purpose of the instruction is to provide guidelines to ensure that initial testing of molded case breakers and thermal overload relays is performed in a complete and consistent manner and to provide a means of documenting that testing.

2.0 ACCEPTANCE CRITERIA 2.1 Molded Case. Circuit Breaker Testing 2.1.1 Insulation Resistance Accept Rm 2 Kv + 1 where Rm = Minimum insulation resistance in megohns Kv = Rated potential of the equipment under test Test Time = One minute or until a steady reading is obtained.

2.1.2 Time Delay Overcurrent Trip Device.

At 300% of normal current racing of the breaker, time delay must /hh be within +10% of the time band as shown by manufacturer's time-current characteristic curves.

2.1.3 Instantaneous Trip Device For breakers with adjustable instantaneous trip, accept pickup within +10% of desired setting.

For breakers with non-adjustable instantaneous trip, accept pickup within +20% of the instantaneous current pic).up band as 2

3.0 REFERENCES

3.1 Multiamp MS-1 Instruction Manual 3.2 CP-SAP-3, Turnover from Construction to Startup 3.3 CP-S AP-4, Custody Tagging 3.4 XCP-EE-1, Megger/Hi Pot Testing 4.0 PREREQUISITES 4.1 The equipment to be tested shall have been released to startup custody in accordance with CP-SAP-3 and custody tagged in accordance with CP-S AP-4 4.2 The STE has the latest revision of the generic procedure.

4.3 The STE has the latest breaker trip setting and overload heater size information supplied by the AE.

4.4 The molded case circuit breaker and thermal overload relay is

5.0 SPECIAL PRECAUTIONS 5.1 During instantaneous overcurrent trip test, the breaker must not be loaded in excess of 10 seconds.

5.2 Failure to trip must be recognized and the test current interrupted to prevent thermal damage. Adjacent poles are tested in turn af ter adequate cooling time.

6.0 TEST EOUIPttENT 6.1 500V Megger Insulation Tester 6.2 Stopwatch 6.3 Multimeter 6.4 Molded Case Breaker and Thermal Overload Test Set Note Verify that 'the test instru-ments to be used have valid calibration stickers. Record test equipment identification numbers on data sheet.

XCP-EE-14 Revision 2 Page 4 of 8 7.0 PROCEDURE Note The following tests may be per-formed in any sequence providing j

sufficient cooldown time is pro-vided between tests. If a section of the data sheet is not appli-cable, enter "N/A" in the appropriate blanks.

7.1 Molded Case Circuit Breakers 7.1.1 Ensure that all prerequisites of paragraph 4.0 are complete.

7.1.2 Open and close breaker at least twice to exercise operator springs.

gg 7.1.3 Insulation Resistance Test and record on attached data sheet the insulation resistance as follows:

a. With the breaker OPEN, magger each phase between load and line terminals.
b. With the breakar CLOSED megger phase to phase.

7.1.4 Auxiliary Switches, if applicable 2bL With an ohm meter test the auxiliary switch for correct operation in the OPEN and CLOSE positions of the breaker and record on attached data sheet.

7.1.5 Time Delay Overcurrent Trip Test, if applicable

a. Connect the variable current test set for one pole. Close the breaker under test.

Switch on test set and adjust the current to 300% of the rated current. Switch off test set and allow sufficient time for the element to return to ambient temperature. With the current adjusted, switch the test set on, record the current and time required to trip and repeat 'the test for remaining poles.

Note Repeated tests on any one pole must be spaced by at least ten minutes. Tests on adjacent poles must be spaced by at least five minutes.

If the above times

.XCP-EE-14 Revision 2 Page 5 of 8 are not carefully observed, the subsequent tests will give trip-ping times faster than the char-acceristic curve values.

b. Prior to reset of the thermal element from the previous test

[hg check that the:

Alarm contacts have operated properly.

2.

Breaker will not reset when the handle is moved to the, "0FF", then "0N" position.

7.1.6 Non-Adjustable Instantaneous Overcurrent Trip Test CAUTION The breaker must not be loaded in excess of ten seconds.

Preset the test unit to a current value calculated according to approximately 80% of the minimum pickup point from the manuf acturer's curve. Then turn the adjustment reostat to a position " estimated" to produce a current in the instantaneous time band and apply this current to the breaker. If the breaker trips in less than 0.1 second (6 cycles or 100 milliseconds),

record the current as the instantaneous trip value. If the breaker did not trip in less than 0.1 second, repeat the above step (af ter a five minute cooling time for the thermal element) with a higher current as long as the current doesn't exceed the high-side instantaneous pickup band plus 20%. Adjacent poles are tested in turn af ter adequate cooling.

ffg 7.1.7 Adjustable Instantaneous Overcurrent Trip Test Set the breaker instantaneous trip range selector to the current required for the desired setting. Starting at a test current setting of 80-90% of the desired setting, steadily and rapidly increase the current until the breaker trips. Adjust the trip range selector and ratest the breaker to obtain a trip as near the desired setting as possib!1 with a +10% tolerance. Ad jacent poles are tested in turn after adequate cooling. Record the j

inntantaneous trip pickup current on the attached data sheet.

XCP-EE-14 Revision 2 Page 6 of 8 7.2 Thermal' Overload Relay / Heaters 7.2.1 Ensure prerequisites of paragraph 4.0 complete.

7.2.2 Verify that the proper thermal overload heater size has been properly selected by comparing motor full-load running amps to the proper chart on Attachment A for the GE line 7700 MCC's.

For other types refer to appropriate manufacturer's data.

Record heater size on the attached data sheet.

7.2.3 Ad just the adjustable trip knob to ch'e 100% position unless directed otherwise by the STE.

Install the overload heaters in the proper direction or ensure that they have been installed.

Connect the test set to one phase.

7.2.4 Test the thermal overload trip 'as follows:

a. Apply a current equivalent to the motor full-load current to one phase overload heater for at least two minutes (120 seconds) to preheat the heater element.
b. Immediately adjust the test current to 400% of heater element full-load rating.
c. Read and record the trip time of the overload heater relay. j Trip time must be within the time band of the manufacturer's a curve with a tolerance of,110%.
d. Uh'en the heater relay can be reset, test the adjacent phases 2i in the same manner as described in above steps a, b & c.

EXAMPLE: Overload Heater Size-CR123C2.39A Heater Current Rating: 2.39A FLA Racing: 2.05A (Motor full-load current)

Time Current Characteristic Curve: GES-7202 Trip Time Band @ 400% Heater Racing:

14.5-27 sec.

Trip Time Tolerance of 1,10%: 13.1-29.7 sec.

Preheat the overload element at approx. 2.05 amps for two minutes Apply 9.56A (400% Heater Rating) to Phase 1 until the relay trips When the relay can be reset, select another phase and repeat the test 7.2.5 Program the selector pin for MANUAL reset only on thermal overload relay / heaters that are equipped with a MANUAL /

AUTOMATIC reset selector pin.

7.3 At the completion of the molded case circuit breaker and/or tiermal overload relay / heater test, return the equipment to its pretes t condition or as directed by the STE.

XCP-EE-14 Revision 2 Page 7 of 8 ATTACHMNT Overload F. eater Selection GE Line 7700 ECC For continuous-rated motors with a service factor of 1.15 to 1.25, selecting the heater with caximum motor amps equal to or immediately greater tnan the cotor full-load current provides a maximum of 125 percent protction.

For continuous rated motors with no urvice factor, multiply the full-load current of the motor by 0.90 and use this value to select the heater. The following heater tables should be used for selecting overicad heaters in each phase of three-phase motors.

Containment Structural Intecrity Test (CSIT) - Unit 1 2. Review of Procram and Test Procedures The NRC inspector ascertained that the program, procedures, and A. instructions pertaining to the containment structural integrity test had been reviewed, approved, and authorized for use by au,thorized ifcensee personne1. The NRC inspector determined that the'procecure, Comanche Peak Steam B. Electric Station Procedure 1CP-PT-75-02, pertaining to the concrete CSIT was technically adequate and met NRC requirements and licensee commitments. The NRC inspector ascertained that the test procedure addressed the following: I (1) The type, location, and accuracy of instrumentation and the method for application of test loads is specified. The test l procedure originally specified a containment pressurization / l depressurization rate not to exceed 3.0 psi per hour; however, this requirement was re-reviewed by the licensee and a contain-ment pressurization /depressurization rate not to exceed 5.0 psi per hour was approved, authorized, and used during the CSIT. l The NRC inspector verified that licensee personnel inspected the l (2) concrete surfaces in nine specified locations for cracks and crack patterns and mapped the locations and widths of cracks and recorded appropriate information related to cracks with widths I equal to or greater than 0.010 inch. ~ l l 2 .. m u 1 2

._ ~ U 3 (3) The licensee held the containment pressure for approximately 3 hours while personnel inspected the specified nine locations at the following pressure levels on the containment: a. atmospheric pressure prior to start of CSIT, b. 12.5 psi, 25 psi, 37.5 psi, 50 psi, and 58.0 psi, and c. at atmospheric pressure after completion of the CSIT. (4) Fourteen diesel driven air compressors supplied the air required to raise the containment pressure to the levels stated in (3)b above. (5) The CSIT-maximum test pressure was 1.15 times the containment design pressure of 50 psig. The actual maximum test pressure was 58.0 psig. 3. Observation of CSIT The NRC inspector made direct observations to catermine that the following activities or components associated with the CSIT were technically adequate and met the requirements and commitments of the CSIT program and procedures: A. Observations (1) Instrumentation One Kurz Model 505-9-I (Serial No. ME-2473). 0-15 SCFM range One Kurz Model 525-9 (Serial No. ME-2472). 0-15 SCFM range Two Texas Instruments (Model 145-02) Precision Pressure Gages. 0-100 psia range Dry Bulb Temperature Instrumentation - one Omega Engineering Inc., Model 871 Digital Thermometer Dew Point Temperature Instrumentation - one General Eastern Model 11000P (2) Selected four locations to measure deflections and verified the accuracy and appropriate applications of the following: a. ID Label - F1 - Control to verify accuracy of instrumentation (3)* The rate of containment pressurization did not exceed the specified limit of 5.0 psig per hour. (4) Increments of pressure increase (nominally at 12.5 psig, 25 psig, 37.5 psig, 50 psig, and 58.0 psig) were held for the specified holding time while inspections were performed. (5) The CSIT licensee end contractor personnel performed their assigned functions in a very satisfactory manner. The test performance was adequately coordinated. The CSIT personnel were familiar with the CSIT procedures and the' test program. CSIT personnel were thoroughly familiar with the instrumentation, computers, and procedures. The CSIT data were accurately and precisely recorded. There were adequate rechecks to assure the overall accuracy of the data. The data and instrument readings were checked for trends, sudden changes, out-of-spec readings, and unusual data points. (6) The final containment pressure of 58.0 psig was held *and the inspections performed as required by the CSIT procedure. (7) The rate of depressurization from 58.0 psig, 50 psig, 37.5 psig, 25 psig, and 12.5 psig and the required holding times and inspections were performed as required by the CSIT procedure. (8) The weather was cool and humid with occasional rain during the CSIT. There were no adverse environmental conditions such as high wind, snow, freezing rain, or large temperature changes during the CSIT. (9) Atmospheric pressure data was taken at 15-minute intervals by the test personnel during the CSIT. This data was taken into consideration during the CSIT. 4. Crack Pattern Maoping The NRC inspector observed the following: a. The crack pattern mapping was performed at atmospheric pressure prior to the start'of the CSIT; at 12.5 psig; 25 psig; 37.5 psig; 50 psig; and 58.0 psig; and again at atmospheric pressure. The accuracy of the crack pattern mapping was verified by the NRC inspector at two locations on the containment dome, one location on the springline and two locations at ground level.

The final deflections (radial and vertical) and recordings were made in accordance with the CSIT procedure requirements for the locations and times specified. i Radial and tangential deflections measurements were taken around the c. equipment and personnel hatches. These locations are the two largest containment openings in this containment building. 5. Containment Intecrated Leakaae Rate Test i The reactor containment building integrated leakage rate test at Comanche Peak Steam Electric Station (CPSES), Unit 1, was addressed during this inspection. The inspection included observations, procedure and records review, and independent calculations by the NRC inspectors. This inspec-tion was to ascertain whether the testing was conducted in accordance with approved procedures and specified acceptance criteria. Specific l requirements are contained in the following documents: 10 CFR 50, Appendix J, " Primary Reactor Containment Leakage Testing a. j for Water-Cooled Power Reactors" i l b. ANSI N45.4, " Leakage-Rate Testing of Containment Structures for Nuclear Reactors" CPSES Test Procedure No. 1CP-PT-75-02, Revision 0, " Containment c. Integrated Leak Rate Test," incorporates the requirements within the test procedure. This procedure was reviewed by the NRC inspectors and found to be in conformance with the specified requirements. The ~ l NRC inspectors found that the test data showed, with a 95 percent level of confidence, that the measured leakage rate was less than the j l allowable leakage rate as computed at test intervals. The final test was run for 24 hours, January 28 and 29. A review of the plot of leakage versus time data indicated a leak rate of 0.05579 percent / day. The closed systems inside containment which are normally filled with water under postaccident conditions were nonvented in accordance with 10 CFR 50, Appendix J, and the CPSES Test Procedures. The calibration certifications traceable to the U. S. Bureau of Standards for the RTDs, dewcells, pressure gauges, and the flowmeter used in the verification test were reviewed. During the performance of the Type "A" test, the NRC. inspectors computed the leakage rate in accordance with the Mass Point Analysis of proposed American Nuclear Society Standard N274, " Containment System Leakage Testing Requirements," Draft 3. The computations performed by the NRC inspectors were for 15 half hour interval data points. The licensee computations incorporated data taken at. 15-minute intervals. The NRC inspectors' results were, therefore, less accurate but more 'reaaily available indication of leakage rate trend. The NRC inspectors also independently calculated the leakage

6 rate using the Total-Time procedure delineated in ANSI N45.4 - 1972. Both techniques confirmed the acceptability of the test results being obtained by the licensee. 6. Exit Intirview An NRC inspector met with the licensee representatives denoted in paragraph 1 at the conclusion of the inspection on February 3, 1982.
