SUBJECT:
REVIEW 0F RESOLUTION OF USIs AND GSIs FOR RESAR SP/90 The purpose of this remo is to propose review responsibilities and review guidelines concerning resolution of USIs and GSIs fer RESAR SP/90. One of the criteria identified in the Corsnission's Severe Accident Policy Statement i
requires the applicant to demonstrate technical resolution of all applicable USIs and medium and high priority GSIs.
In resporise to this policy, Westinghouse submitted Module 2 to their RESAR SP/90 application in 1983. The applicant is cerratly in the process of updating the module, and, by letter dated May 23, 1988, provided plant-specific resolutions of the issues that had not been generically resolved at that time. The applicant will be submitting an update regarding 'he status of the remaining issues ta October 1968, providing a roadniap describirig the location of the resolutions to the USIs and GSIs within the RESAR; Enclosures 1 and 2 are matrices delineating proposed NRR review responsibilities (by branch) for all applicable USIs and medium and high priority GSin. Althcu9h PDSNP has discussed these matricer with certain members of the stifr', tne staff assignment shoule be reviewed for accuracy. Enclosure 3 provides a list of USIs/GSIs t5at are not considered applicable to RESAR SP/90.
In addition, since review of USIs and GSIs has been generclly beyond the purviewofthestaff,(SeeEnclosure4).I am providing review guidelines, including proposed cuntents for the SER Accordirgly, I request you provide me the following:
1.
Concurrence (or non-concurrence) with the proposed review responsibilities.
(If you believe an issue is not within the apprcpriate branch's review area, please indicate the appropriateassignee);
2.
Coments (if any) regarding the proposed review guidelines and listing of SER contents, and; 3.
An indication of the review schedule you believe can be met once the entire update to Module 21.as been received.

,. a Cuidelines for USI/GS! Review RESAR SP/90 One of the criteria identified in the Commission's Severe Accident policy Statement requires the applicant to demonstrate technical resolution of all applicable USIs and redium and high priority GS!s.
The March 14, 1988 Merorandum of Agreement between NRR and RES defined the responsibilities for carrying out reviews of propcsed resolutions of these generic issues on standard plant designs, as follows:
a)
The responsibility for development of generic technical resolution of the US!s and GS!s is assigned to various divisions within RES.
b)
US!s aad medium and high priority GSIs for which generic resolutions have not been identified most have design-specific resolutions (or be shown they provida a negligible contribution to risk for the plant).
NRR will evaluate the adequacy of design-specific features that are proposed as resolution of issues, and will consult with RES relative to the current status and prognosis for generic resolution.
Those issues where proposed resolutions are based on the applicant's PRA will be reviewed by RES, and the risk findings transnitted to NRR who will evaluate the adequacy of issue resolution.
Festinghouse is in the process of updating their submittal on USIs and GSIs.
By letter dated May 23, 1988, the applicant proposed plant-specific resolutions to the issues that had not been generically resolved at that time.
The remainder of the issues will be addressed by Westinghouse in October 1988.
The applicant will be providing a roadmap describing the location of the resolutions to the US!s and GSis within the FESAR.
To assist in the staff's review, Enclosures 1 and 2 of this package provide ratrices delineating proposed review responsibilities for NRR technical review branches.
The following is a brief discussion providing guidelines to be used in reviewing the applicant's USI/GS! submittal, and listing iter?s that should be in the SER discussing the results of this review.
Revitw Approach The types of resolutien of the USIs and GSIs should fit into one of the following categories:
1.
Issues that are not applicable to RESAR SP/90, because they are BWR issues, low priority issues, igsues that have been dropped, issues that have not byen prioritized,or issues that are beyond the scope 1.
Issues that are prioritized between 8/01/88 and issuance of the PDA must be addressed by Westinghouse. The plant specific resciution will be reviewed by the staff using these guidelines.
Notification will be provided to the staff should such action be required.

Report (see R. Emrit) provides background information on each issue.
To satisfy the Severe Accident policy Statement, Westinghouse must propose plant-specific solutions to these issues which should eliminate the concern.
To determine acceptability Westinghouse must:
demonstrate that the design of the fe:111ty (plant la i

design, hardware design, and/or associated sof tware) yout, system prevents the occurrence of the concern raised by the US!/GSI, and/or i
2.
denonstrate through probabilistic analysis that the concern is not a credible event for RESAR SP/90, or poses insignificant public risk.
Technical resolution must be fully demonstrated by the applicant's submittal.
l A comitment to resolve the issue at some tire in the future, or generalized resolution goals without detailed technical justification is not acceptable.
If the applicant proposes resolution through some assessmeiiE or evaluation progran which iequires a more corplete design, complete information and l
technical justification must be provided for the program. An exarple of such an issue would be US! A17. Systems Interaction.
Even though the physical acts asso:tated with plant walk down1 cannot be conducted at thi: stage, it is conceivable that the applicant would propose an acceptable program for

resolving this issue. Such a program would have to be corplete and robust, i
and provide full direction for inpletrenting the resolution actions, i
Hitigation in lieu of prevention sheuld only be accepted as a solution when r
prevention can not be satisfactorily demonstrated and/or when mitigation is the subject of the US!/GSI. Because there are no SRP guidelines in these satters, engineering judgerent rust be relied upon in the determination of acceptability of the applicant's proposed resolutions.

Issues considered not to be applicable to RESAR SP/90 (Enclosure 3) should be reviewed by the staff to assure agreement regarding the non. applicability of the issues. The project manager should be notified of any areas of disagreement as soon as practicable to ensure a quick response from the applicant should a response be required.
Definitions of tems used in the enclosures are provided as an attachrent to this document. The enclosures are based on infomation obtained from Supplement 7 to NUREG 0933 (March 1988) and the 3rd quarter GIMCS report, dated August 1, 1988.

In general, the staff should review the apolicant's update to Module 2 (using the above guidelines), request additional information, if necessary and write a brief SER on each of the applicable issues for which saneric resolution has not been detemined (Enclosure 1).
