Dear Sir:

This special report is submitted in accordance with Byron Station Unit 1 Operating License NPF-37 Appendix A, Technical Specification 4.8.1.1.3, reporting of Diesel Generator Failures.

This report adoresses one valid test and failure experienced on the IB Diesel Generator.

The criteria to determine valid tests and failures is in accordance with Section C.2.c of Regulatory Guide 1.108.

On April 30,1986 at 1018 following a Unit 2 System Auxiliary Transformer failure, the IB Diesel Generator was started in accordance wnh Limiting Condition for Operation Action Requirement (LCOAR) IBOS 8.1.1-la for one offsite circuit inoperable. Per Technical Specification 4.8.1.1.2 the Diesel Generators are required to reaci rated speed, voltage, and frequency within ten seconds of the start signal. The IB Diesel Generator required 12.5 seconds to reach rated conditions. At 1021 the IB Diesel Generator was shutdown and LCOAR 8.1.1-la was initiated for one Offsite Circuit and one Emergency Diesel Generator inoperable. At 1028 the IB Diesel Generstor was restarted and reached rated conditions in 8.0 seconds. The Diesel was run (ontinuously until 1150 when corrective actions were complete. At 1430 LCOAR 8.1.1-la for one Offsite Circuit and one Diesel Generator inoperable was exited.

The intermediate cause for the slow start of the IB Diesel Generator was an inadequate prime in the fuel oil supply line. The root cause was a small fuel oilleak at the union of the fuel oil supply line and the fuel oil filter. The union was tightened, and the

Page 2 The IB Diesel Generator was inoperable for four hnurs following this valid test and failure. This failure is the first failure within the last twenty valid tests, therefore the testing frequency of the IB Diesel Generator is not affected.
