This is in response to your letters of December 16 and 18, 1986, and January 7 and 29, 1988, by which you transmitted changes to the River Bend Station (RBS)

Physical Security Plan (PSP). We have reviewed the information contained in the security plan revisions and have determined that portions of that plan are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable.

However, as indicated in the enclosure, certain other portions are unacceptable because they decrease plan effectiveness or need clarification prior to acceptance. Accordingly, you are to follow your previously approved plan in regard to these items.

Resubmit corrected plan pages as appropriate to maintain plan continuity.

Should you want to pursue changing the security plan with respect to the unacceptable changes set forth in the enclosure, you should resubmit under the provisions of 10 CFR 50.90.

The enclosure to this letter contains Safeguards Information of a type specified by 10 CFR 73.21 and will be withheld from public disclosure.

Docket No. 50-458 This letter addresses a prior transmittal of Pavision 5 to the River Bend Station Physical Security Plan (PSP) subnitted to Mr. Harold R.

Denton, Director of Nuclear Beactor Regulation, Washington, D.C. frun Mr. W. J. Cahill dated Novmber 25, 1985 (RBG-22709). The PSP, Pcvision 5,

should have been forwarded to the Regional Administrator, Region IV for consideration in accordance with 10CFR50.54(p) with a copy to NRR Washington, D.C.

The inappropriate transmittal was identified by Nuclear Regulatory Cmmission Region IV personnel during Inspection No. 86-38 conducted the week of Novmber 17, 1980. Since the inspector performed a review of Revision 5 to the PSP at that tine and subsequent revisions have been appropriately subnitted, Gulf States Utilities does not plan to resubnit Revision 5 at this time. Caments provided by the inspection regarding Revision 5 of the PSP have been addressed in Pavision 10 of PSP subnittal to you on Decmber 16,1986 (RBG-25093).
