This is to acknowledge receipt of revisions to the Point Beac' Nuclear Plant Emergency Plan by your letter dated April 15, 1988.

These revisions (EP 5.0 Revision 29, EP 6.0 Revision 27, EP 7.0 Revision 27, and Appendix B Revision 6) were received in our office on April 20, 1988.

Based on a discussion with Mr. Dave Stevens of your staff, we understand that actiors related to dealing with unusual aircraft activity over the Point Beach site are contained in your security procedures.

Deletion of this Emergency Action Level (EAL) as an Unusual Event is therefore acceptable.

We have reviewed the changes to the Point Beach Nuclear Plant Emergency Plan-and determined that they are consistent with the requirements of 10 CFR_50.54(q) and do not decrease the effectiveness of the emergency plan.

These changes are, therefore, acceptable.

Please be reminded that 10 CFR 50.54(q) requires NRC approval of any changes to your emergency plans which may decrease their effectiveness.

However, if your safety review assures no decrease in emergency preparedness effectiveness, then such changes may be made without prior NRC approval.

In all cases, you must furnish copies of each change to the NRC-in accordance with 10 CFR 50.54(q). Also, any changes to the Emergency Plan Implementing Procedures should be made in accordance with the requirements of 10 CFR Part 50, Appendix E, Section V.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this le'.ter will be placed in the NRC's Public Document Room.
