Dear Mr. Kansler:
By letter dated April 30,1998, Entergy Operations, Inc. (EOl) submitted a request for approval of a Quality Assurance Program change, characterized as a reduction in commitment under 10 CFR 50.54(a), to consolidate the existing QA program descriptions for Arkansas Nuclear One, Grand Gulf Nuclear Station, River Bend Station and Waterford 3 Steam Electric Station l
Into a single Quality Assurance Program Manual (QAPM). Based on our review of the EOl QAPM as revised by letter dated October 26,1998, including several meetings and telephone l
conferences during the review, we have concluded that the QAPM submitted by EOl is i
acceptable in that it satisfies the review guidance provided in Standard Review Plan (SRP) 17 3 i
and the regulatory requirements in 10 CFR Part 50, Appendix B. Our safety evaluation report describing the review performed and the resulting conclusions is enclosed.
The QAPM review has resulted in the need to include certain information in the Final Safety L
Analysis Report for the individual plants due to dislocations from the QAPM; these include fire protection program commitments, independent Safety Evaluation Group commitments, and any Technical Specification information previously relocated to the site specific QA program l
