Dear Dr. Murley:

Three Mile Island Nuclear Station, Unit 2 (TMI-2)

Operating License No. OPR-73 Docket No. 50-320 IE Bulletin 85-03 IE Bulletin 85-03 requested licensees to develop and implement a program to ensure that valve operator switches are selected, set and maintained prcperly for certain safety-related motor operated valves. The valves specifically to be addressed were motor operated valves in the high pressure coolant injection / core spray systems and emergency feadwater systems that are required to be tested for operational readiness in accordance with 10 CFR 50.55a(g),

" Inservice Insp?ction Requirements."

Because of the unique condition of TMI-2 (i.e, a long-term cold shutdown state with reactor decay heat being removed via loss to ambient), GPU Nuclear submitted a revised TMI-2 Inservice Inspection (ISI) program to the NRC for approval that reflected the plant configuration. In the interim since that submittal, an additional ISI program revision has been developed and submitted to the NRC for approval which eliminates all ISI testing requirements.

Therefore, the requirements of IE Bulletin 85-03 do not apply to TMI-2 in its present condition, i
