Dear Mr. Andrews:

This is in response to your letter of July 30, 1985, regarding Revision 16 changes to the Fort Calhoun Station Security / Contingency / Training and Qualification Plan. We have reviewed the information contained in the plan revision and have determined that portions of the plan are consistent with the provisions of 10 CFR 50.54(p) and are therefore acceptable.

However, as indicated in Enclosure 1, certain other portions decrease plan effectiveness and are therefore inconsistent with the provisions of 50.54(p). Accordingly, you are to follow the previsously approved plan in regard to these items.

Resubmit corrected plan pages as necessary to maintain plan continuity.

Portions of your requested changes have policy implications or appear to be in conflict with regulatory requirements and have been submitted to the NRC Headquarters licensing staff for review. The referenced changes are enclosed (memorandum to Mr. Berkow).

Should you want to pursue changing the security plan with respect to the changes set forth in Enclosure 1, you should resubmit under the provisions of 10 CFR 50.90.

Other changes as listed in Enclosure 2 are in need of minor administrative corrections or additional clarification.
