SUBJECT:

OSART VISIT TO BYRON STATION Representatives of Consolidated Edison Company (CECO) and NRC met with Dr. Ferdinand Franzen (IAEA) to review plans for the OSART team visit to Byron Station. An attendance list it attached.

The following follow-up/ action items were Jdentified:

1.

IAEA has not yet receivod the official invitation from the U.S. Government to participate in the visit. We agreed to check status. Action - IP.

2.

Onthefirstmorningofthevisit(May 15,1989) a representctive of hRC will be asked to brief the 0SART taam on the Regulatory environment at Byron Station. Need to identify the individual. Action - RIII/NRR/IP.

3.

Press conferences will probably be held at the initiation and conclusion of the visit. Need to identify who, NRC or CECO, will have the lead for conducting the conference. Action - IP/NRR/RIII, 4.

CECO is preparing a detailed agenda for the 3-week visit. We need a copy. Action - Ceco (T. Maiman will provide).

5.

Dr. M. Rosen, IAEA, is planning to visit H. Denton in the near future to establish protocol. Action - IP.

6.

C. Reed will plan to visit Headquarters soon to discuss management of the visit. Action - RIII/NRR/IP.

In addition to the action items listed above, the participants covered the following:

Dr. Franzen visited the Byron site on October 24, 1988 to meet the staff, brief them on the purpose of the visit, and to work on logistics.

l The visit shield not be considened an "inspection", rather its is viewed by IAEA as a "peer review" by others involyrd in similar activities.

i European countries and will include one individual from USSR and one from Japan. The team will include plant managers, maintenance manager, operation manager, etc.

On the first day of the visit, after preliminaries (security clearance, GET, whole body counts, etc) an introductory meeting will be conducted by Station staff. An NRC representative is invited to participate.

See Action Item 2, above.

On June 2, the last day of the visit, the Team will present Tecnnical Notes to the CECc plant representatives. These are typically 60 - 50 pages of notes developed by the team menbers, and although subject to peer review by team members, they have not received significant editing or review by IAEA. As such, these Notes are not an official document and will not be widely distributed.

It will not be provided to NRC; but will be available at the plant site for NRC review.

The Official Report, a document of 25 - 30 pages in length will be prepared within one month of conclusion of the visit. This repo,t will sumarize the salient points of the visit. The report will be sent to CECO in draft fort prior to finalizing for a check for gross errors. The final Official Report will be sent to NRC by !AEA.

Courtesy copies will be provided to NRC and CECO. This report receives restricted distribution by IAEA.

It is up to CECO and the U.S. Government to redistribute.

Private meetings between NRC and OSART team representatives will be held every other day, or more frequently depending on need.

IAEA discourages extensive observation by NRC personnel since it may inhibit the IAEA team member or inhibit free exchange of views by the plant staff.

At some point during the visit, 0SART Team representatives will wish to interview NRC staff. Depending on team wishes, it may involve people from RIII, NRC Headquarters, and/or the Residents.
