Gentlemen:

Thank you for your letters, dated April 16 and 29,1987, June 17,1987, and

May 31, 1988, in response to our equipment qualification inspection report

forwarded by our letter dated April 1,1987, and discussions on this report in

our telephone conversations of May 23 and 27,1988.

During the equipment qualification inspection, nine Potential Enforcement /Unresalved

items and 19 open items were identified.

Subsequently, it has been found that

certain of your activities appear to be in violation of NRC requirements

although operability aspects have now been addressed.

By separate letter we

will schedule an enforcament conference in the Region IV office to discuss your

understanding of an-

. violations which represent failures to fully esttblish

the qualification (

..e following equipment, as documented in NRC Inspection

Report 50-298/86-28:

(1) Kerite HTK/FR 600V cable; (2) Raychem coaxial cable;

(3) Thomas & Betts (T&B) Sta-kon cable splices to Fenwal/Patel temperature

switches; (4) Okonite T95/35 motor operator splices; (5) Boston Insulated

Wire (BIW) coaxial cable; (6) scotch taped and T&B cable splices in motor

operators; and (7) General Electric (GE) electrical penetrations.

In addition, during the discussions in our telephone conversations of May 23

and 27, 1988, several Potential Enforcement / Unresolved Items and several Open

Items appeared to have an adequate resolution. However, we would like you to

fully discuss these items, which also appear to have represented a failure to

fully establish the qualification of the following equipment at the time of the

inspection as documented in NRC Inspection Report 50-298/86-28:

(1) BIW

various pressure / level switches; (3) Microswitch OP-N and DTE limit switches;

(4) ASCO SA11AR and 0J 11A4R temperature switches; (5) ASCO HVA, WPHT, and NP-1

solenoid' valves;(6)BarksdaleB2TMandB2Tpressureswitetes;(7)Rosemount1153

transmitters including the B/1159 remote seal system; (8) Static-0-Ring TA

pressure switches; and (9) GE SX634 motors.

These discussions should focus on infonnation related to the November 30,

1985, deadlines for compliance with 10 CFR 50.49 and possible civil penalties

applicable to licensees not in compliance with 10 CFR 50.49 as described in the

April 7,1988, Generic Letter (88-07), Modified Enforcement Policy Relating to

10 CFR 50.49, "Environmental Qualification of Electrical Equipment Import nt to

number of failures to establish equipment qualification by the November 30,

1985, deadline identified at Cooper Nuclear Station during -the NRC "first-round"

inspection. Discussions should also address evaluation of many of these issues

for reportability under 10 CFR 50.72 and 50.73.

The referenced inspection report was forwarded to you under separate cover on

April 1, 1987.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federtl Regulations, a copy of this letter will be placed in

the NRC's Public Document Room.
