Wolf Creek 1 OL Review Costs - Invoice Numbers D0167 and E0555 Thank you for your letter dated April 11,1986, expressing concern that you might have been billed for review costs that should have been divided between Wolf Creek 1 and Callaway 1.
It was your position that since both facilities are SNUPPS plants utilizing the same standardized design, the two plants should have basically required only one review with the costs split between the two facilities.
The full cost for the Callaway 1 review through June 23, 1984, exceeded that of Wolf Creek 1 in that Callaway's cost was $2,575,233, while Wolf Creek's cost through the same period was $2,073,055. Enclosed are summary sheets showing the cost by major program office for each of the two facilities. Union Electric Company received their 5% operating license (0L)onJune 11,1984. This happened before the June 20, 1984 revision to Part 170 became effective which increased operating license fees from " full cost up to $1,024,500" to " full cost up to $3,077,400".
Therefore, Union Electric Company paid the maximum operating license fee of $1,024,500 required by the regulations in effect at the time the initial OL was issued even though the cost of the Callaway 1 OL review substantially exceeded the fee which was paid.
Examples of the method used by the NRR review staff for common reviews are contained in the enclosed " Contractual / Consultant Cost Data" sheets for Contract A0245 and A0409 where $42,000 and $43,560, respectively, were assigned to each of the two facilities. When a review has applicability to more than one facility, the staff hours and contractual costs are divided accordingly.
