SUBJECT:

EXAMINATION REPORT On August 30 and October 12, 1988, the NRC administered examinations to employees of your company who had applied for licenses to operate your Big Rock Point Nuclear Plant. At the conclusion of the written portion of the examination, ,

the examination questions and preitunary findings were discussed with those members of your staff identified in the enclosed report.

Of the three exams originally scheduled to be completed during the week of August 29, 1988, one was finally c.e leted on October 12, 1988. The extended examination time was due to the failare of Consumers Power Company to provide complete and accurate reference material for axam development.

The original written and oral exams were based on information provided in response to our 90 day letter dated May 12, 1988. During the administration of the written examinations on August 30, 1988, the examination team became aware that the Emergency Operating Procedures (E0P's) and Nuclear Instru-mentation (NI) system operating procedures, upon which the written and oral exams were based, were no longer valid. Further, the new E0P's were of the symptom based, flow chart format which was completely different then the previous E0P's and the NI system was totally new. The team detennined that the new E0P's had been implemented on or about July 24, 1988 and the new NI system was inplace and operable prior to the last plant startup.

The failure to provide the new procedures to the NRC prior to :he exam necessitated an assessment of the affect of the procedure / system changes on the examination. The assessment detennined that the operating examination '

would have to be cancelled and that the validity of the written examination Wds questionable. Accordingly, after consultation with the Chief of the  !

Operations Branch, who was onsite, the NRC cancelled the operating examinations and advised your staff that a judgment as to the validity of the written exami-nation would be forthcoming. Further review of the written examination determined that, even af ter eliminating some questions, the written examination was valid.

OCT 2 61988 Consumers Power Company 2 Following our acceptance of the written examination Mr. D. G. La Croix of your staff and Mr. M. J. Jordan of mine agreed to conduct the operating exam for the one individual who had passed the written examination. The decision to not administer the operating examination to the individuals who hac' failed the written exam was based on the overall weakness shown by them. The operating examination was successfully conducted on October 12, 1988.

As previously discussed with your staff, it was fortunate that our existing examiration schedule pennitted the completion of the examinations in a timely manner. Please be advised that similar problems in the future could result in cancellation of the entire examination.

In accordance with 10 CFR 2.790 of the Conmission's regulations, a copy of this letter and the enclosure (s) will be placed in the NRC Public Document Room.
