Casto, Chief Non-Power Production and Utilization Facility Licensing Branch Division of Advanced Reactors and Non-Power Production and Utilization Facilities Office of Nuclear Reactor Regulation United States Nuclear Regulatory Commission Washington, D.C. 20555 RE: Section 106 consultation for the proposed Renewal of Facility Operating License No. R-130 for the McClellan Nuclear Research Center Training, Research, Isotopes, General Atomics Reactor (EPID No. L-2018-RNW-0014).

Dear Mr. Casto:

The U.S. Nuclear Regulatory Commission (NRC) is continuing consultation with the State Historic Preservation Officer (SHPO) to comply with Section 106 of the National Historic Preservation Act of 1966 (as amended) and its implementing regulation at 36 CFR Part 800. The NRC is requesting SHPO review and comment on their finding of no adverse effects.

The NRC is considering renewing the operating license for the University of California, Davis Training, Research, Isotopes, General Atomics (TRIGA) reactor housed within the McClellan Nuclear Research Center (MNRC) in McClellan Park, Sacramento County, California.

The renewal of the operating license and the continued operation of the UC Davis TRIGA reactor would not require any construction or land disturbing activities or changes to the reactor facility design. There has been no major modification to the MNRC facility since the issuance of the original operating license on August 13, 1998.

The Area of Potential Effects (APE) consists of the entire MNRC facility and the immediate area that might be impacted by continuing reactor operations after license renewal.

Efforts to identify historic properties that might be affected by the undertaking included a search of the National Register of Historic Places (NRHP). The NRC identified no historic properties within the APE.

Mr. Greg A. Casto OHP File No: EPA_2020_0421_001 July 8, 2020 Page 2 The NRC has made a finding of no adverse effects for this undertaking and has requested SHPO review and comment. Pursuant to 36 CFR 800.5(b), I do not object to a finding of no adverse effects and have no further comments.

Be advised that under certain circumstances, such as unanticipated discovery or a change in project description, the NRC may have additional future responsibilities for this undertaking under 36 CFR Part 800. If you require further information, please contact Jeffrey Delsescaux at (916) 445-7016 or Jeffrey.Delsescaux@parks.ca.gov.

Sincerely, Julianne Polanco State Historic Preservation Officer
