UNIVERSITY OF CALIFORNIA-DAVIS-APPROVAL OF EXTENSION REQUEST TO SUBMIT THE REVISED UPDATED FINAL SAFETY ANALYSIS REPORT RE: RENEWAL OF FACILITY OPERATING LICENSE NO. R-130 FOR THE UNIVERSITY OF CALIFORNIA, DAVIS MCCLELLAN NUCLEAR RESEARCH CENTER (EPID NO. L-2018-RNW-0014)

The U.S. Nuclear Regulatory Commission (NRC) staff is continuing its review of the University of California, Davis (UCD) application for renewal of Facility Operating License No. R-130, dated June 11, 2018 (a copy of the application letter is available on the NRCs public website at www.nrc.gov under Agencywide Documents Access and Management System (ADAMS)

Accession No. ML18179A501), for the UCD McClellan Nuclear Research Center. By letter dated May 10, 2019 (ADAMS accession No. ML19132A147), UCD requested to supplement the license renewal application with an updated final safety analysis report (UFSAR) which reflected its decision to reduce the licensed power level to approximately 1.0 megawatt-thermal, and to eliminate pulsing capability and irradiation of explosive materials in the reactor tank. By letter dated June 14, 2019 (ADAMS Accession No. ML19197A260), UCD provided a date of April 10, 2020, for the submission of the UFSAR.

By letter dated April 3, 2020 (ADAMS Accession No. ML20121A176), UCD stated that the UFSAR is near completion. However, due to the COVID-19 pandemic and subsequent shelter-in-place order from the State of California, the final preparation of the documents has been delayed and requested a 3-month extension to July 10, 2020, for submitting the UFSAR.

Based on the information described above, the NRC staff finds the July 10, 2020, date to be acceptable, and the new estimated completion date for review of the UCD license renewal is September 2022.
