EDWIN I. HATCH NUCLEAR PLANT, UNIT NO. 2 - CORRECTION OF AMENDMENT NO. 248 RE: ADOPTION OF TSTF-563, REVISION 0, REVISE INSTRUMENT TESTING DEFINITIONS TO INCORPORATE DEFINITIONS TO INCORPORATE THE SURVEILLANCE FREQUENCY CONTROL PROGRAM (EPID L-2020-LLL-0014)

On January 29, 2020, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 248 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19337C322) to Renewed Facility Operating License NPF-5 for the Edwin I. Hatch Nuclear Plant (Hatch), Unit No. 2. The amendment, among other things, made changes to the Hatch, Unit No. 2 Technical Specifications (TSs) to reflect the adoption of the Technical Specifications Task Force (TSTF) Traveler TSTF-563, Revision 0, Revise Instrument Testing Definitions to Incorporate the Surveillance Frequency Control Program, (dated March 10, 2017, ADAMS Accession No. ML17130A819).
By letter dated July 2, 2020 (ADAMS Accession No. ML20184A271), the Southern Nuclear Operating Company, Inc. (SNC) requested NRC approval of a correction of a typographical error in the Hatch, Unit No. 2 TSs. SNC stated that the error had been inadvertently introduced during the processing of Unit 2 License Amendment No. 248, and had removed a TS change approved in License Amendment No. 235 (dated May 31, 2018, ADAMS Accession No. ML18123A368). SNC further stated that this error was neither addressed in the notice to the public nor reviewed by the NRC, and thus falls within the scope of the guidance provided by SECY-96-238, Proposed Guidance for Correction of Technical Specification Typographical Errors, dated December 17, 1996, ADAMS Accession No. ML003754054).
The NRC staff has confirmed that License Amendment No. 248 for Hatch, Unit No. 2 contained an error on TS page 1.1-2 in the definition for DRAIN TIME. The current TS DRAIN TIME definition from License Amendment No. 248 reads as follows:
The DRAIN TIME is the limit it would take for the water inventory
License Amendment No. 235 contains the correct definition for DRAIN Time. The correct definition reads as follows:
The DRAIN TIME is the time it would take for the water inventory The NRC staff found that the error originated from the licensees application related to Amendment No. 248, (dated July 15, 2019, ADAMS Accession No. ML19196A222), and determined that the error was inadvertently introduced and was not the subject of the amendment or the associated notice to the public. Therefore, consistent with NRC staff guidance dated January 16, 1997 (ADAMS Accession No. ML103260096), based on the NRCs policy established by SECY-96-238, the error can be corrected by a letter to the licensee from the NRC staff.
Enclosed please find the corrected Hatch, Unit No. 2 TS page 1.1-2. This correction does not change any of the conclusions in the safety evaluation associated with Amendment No. 248.

CHANNEL A CHANNEL FUNCTIONAL TEST shall be the injection of a FUNCTIONAL simulated or actual signal into the channel as close to the sensor TEST as practicable to verify OPERABILITY, including required alarm, interlock, display, and trip functions, and channel failure trips. The CHANNEL FUNCTIONAL TEST may be performed by means of any series of sequential, overlapping, or total channel steps, and each step must be performed within the Frequency in the Surveillance Frequency Control Program for the devices included in the step.
CORE CORE ALTERATION shall be the movement of any fuel, sources, ALTERATION or reactivity control components within the reactor vessel with the vessel head removed and fuel in the vessel. The following exceptions are not considered to be CORE ALTERATIONS:
a.
Movement of source range monitors, local power range monitors, intermediate range monitors, traversing incore probes, or special movable detectors (including undervessel replacement); and b.
Control rod movement, provided there are no fuel assemblies in the associated core cell.
Suspension of CORE ALTERATIONS shall not preclude completion of movement of a component to a safe position.
CORE OPERATING The COLR is the unit specific document that provides cycle specific LIMITS REPORT parameter limits for the current reload cycle. These cycle specific (COLR) limits shall be determined for each reload cycle in accordance with Specification 5.6.5. Plant operation within these limits is addressed in individual Specifications.
DOSE DOSE EQUIVALENT I-131 shall be that concentration of I-131 EQUIVALENT (microcuries/gram) that alone would produce the same Committed I-131 Effective Dose Equivalent as the quantity and isotopic mixture of I-131, I-132, I-133, I-134, and I-135 actually present. The dose conversion factors used for this calculation shall be those listed in Federal Guidance Report (FGR) 11, Limiting Values of Radionuclide Intake and Air Concentration and Dose Conversion Factors for Inhalation, Submersion, and Ingestion, 1988.
DRAIN TIME The DRAIN TIME is the time it would take for the water inventory in and above the Reactor Pressure Vessel (RPV) to drain to the top of the active fuel (TAF) seated in the RPV assuming:
a.
The water inventory above the TAF is divided by the limiting drain rate; b.
The limiting drain rate is the larger of the drain rate through a single penetration flow path with the highest flow rate, or the sum of the drain rates through multiple penetration flow paths (continued)
