Reactor Oversight During COVID-19 Priority was to protect health and safety of inspectors, site personnel and the community while maintaining risk-informed oversight that supported reasonable assurance of adequate protection of public health and safety.
Inspections were conducted remotely where possible, or rescheduled. Regions had the flexibility to determine site coverage based on the following considerations:
The specific health and safety circumstances of individual inspectors and their families, and availability of other inspectors as appropriate.
Plant risk configuration (e.g., availability of safety-related SSCs, outage activities, planned maintenance activities).
The availability, connectivity and usefulness of remote technologies for inspectors to provide effective oversight of safety and security activities, including plant information (e.g., meetings, corrective action program, or other data).
COVID-19 conditions on site (confirmed COVID-19 cases, where and when).
The local COVID-19 conditions around the site and the community where the inspectors reside, including directions from local authorities.
NRR guidance memo, Updated Implementation of Resident Inspector Site Coverage during COVID-19, was issued on 4/6/2020 (ML20097E538).
IMC 2515, Appendix E, Inspection Program Modifications During Pandemics, Epidemics, or Other Widespread Illnesses or Diseases, was issued on 3/27/2020.
Reactor Oversight During COVID-19 (Transition from Mandatory Telework)
- Inspection Guidance during COVID-19 Transition from Mandatory Telework, issued on 5/28/2020 (ML20141L766)
- NRR provided guidance for the regional offices to increase the level of Reactor Oversight Process (ROP) inspection activities as COVID-19 restrictions begin to ease across the country
- Goal is completion of baseline minimum samples
- Begin scheduling and implementing team and individual inspections
- Increase resident inspector on-site presence and inspection activities
- Leverage telework technology during administrative aspects of the ROP
- Lessons learned / best practices effort has begun to improve inspection program execution in case there is a COVID-19 resurgence.
