REGARDING LICENSE AMENDMENT REQUEST FOR REVISION TO TECHNICAL SPECIFICATION SURVEILLANCE REQUIREMENTS RELATING TO EMERGENCY DIESEL GENERATOR (EPID L-2019-LLA-0281)

Dear Mr. Hanson:

By letter dated December 11, 2019 (Agencywide Documents Access and Management System Accession No. ML19346E536), Exelon Generation Company, LLC (Exelon) submitted a license amendment request for Calvert Cliffs Nuclear Power Plant, Units 1 and 2, regarding revisions to Technical Specification 3.8.1, AC [Alternating Current] Sources - Operating. Specifically, the amendment proposed to revise Surveillance Requirements 3.8.1.3, 3.8.1.9, 3.8.1.11, and 3.8.1.15 by changing the steady state frequency and voltage acceptance criteria for each emergency diesel generator.

To support its review of the license amendment request, the U.S. Nuclear Regulatory Commission staff conducted a regulatory audit through an internet portal established by Exelon.

The audit was conducted from March 16, 2020, to April 24, 2020. A summary of the regulatory audit is enclosed.

1.0 BACKGROUND

By letter dated December 11, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19346E536), Exelon Generation Company, LLC (Exelon, the licensee) submitted a license amendment request (LAR) for Calvert Cliffs Nuclear Power Plant, Units 1 and 2, regarding revisions to Technical Specification 3.8.1, AC [Alternating Current]

Sources - Operating. Specifically, the amendment proposed to revise Surveillance Requirements 3.8.1.3, 3.8.1.9, 3.8.1.11, and 3.8.1.15 by changing the steady state frequency and voltage acceptance criteria for each emergency diesel generator (EDG).

An audit plan was issued by the U.S. Nuclear Regulatory Commission (NRC) staff by letter dated February 28, 2020 (ADAMS Accession No. ML20052E985). The scope of the audit was to gain a better understanding of the LAR, to verify information provided in the LAR, and to identify any information that may require docketing to support the basis of the NRC staffs licensing decision. The NRC staff performed an audit of the calculations referenced in the LAR via an internet-based portal.

2.0 AUDIT DATES AND LOCATION The regulatory audit was conducted via internet portal (i.e., eDocs web portal) established by Exelon from March 16, 2020, to April 24, 2020.

3.0 AUDIT TEAM MEMBERS The NRC audit team members consisted of:

Vijay Goel, Team Leader and Electrical Engineer Ian Tseng, Mechanical Engineer Edmund Kleeh, Electrical Engineer Michael Marshall, Project Manager 4.0 DOCUMENTS AUDITED The following documents prepared by the licensee in support of the LAR were reviewed during the audit:

Evaluation performed to determine components impacted by the EDG frequency and voltage tolerances [Report SL-014205], as described in the LAR, Attachment I, Section 3.1, Phase 1.

Calculation performed to determine effects of EDG frequency and voltage variations on pumps, motor-operated valves, and fans [Calculation CA10309], as described in the LAR, Attachment I, Section 3.1, Phase 2. As mentioned in the LAR, this calculation has the following four appendices:

Appendix A - Motor Speeds Appendix B - Fans Appendix C - Pumps Appendix D - Motor-Operated Valves Analysis performed to determine effects of EDG frequency and voltage variations on diesel generator loading [Design Analysis E-88-015], as described in the LAR, Attachment I, Section 3.3.

No documents were removed or copied that were made available to the audit team.

5.0 AUDIT ACTIVITIES The audit was conducted by reviewing the relevant portions of calculations listed in Section 4.0 via internet-based portal. Aside from verifying that the documents requested by the staff were accessible on the internet-based portal, there were no person-to-person interactions between the audit team and the licensee. The focus of the audit was to gain a better understanding of the LAR, to verify information provided in the LAR, and to identify information that may require docketing to support the basis of the NRC staffs licensing decision.

The NRC staff verified that the information provided in the LAR agreed with the information provided in the calculations/analyses on the internet-based portal. Based on the review of the calculations/analyses performed in support of the changes requested in the LAR, the NRC staff identified and requested additional information by e-mail dated June 5, 2020 (ADAMS Accession No. ML20157A078).

There were no deviations from the audit plan. No regulatory decisions were made during the audit.

6.0 EXIT BRIEFING The audit was performed via internet-based portal, and there were no person-to-person interactions between the audit team and the licensee. Therefore, there was no need for a formal exit briefing.
