[External_Sender] Re: Request to reschedule NRC Petition Review Board meeting Good evening Mr. Bajwa.

We accept your offer to reschedule the Petition Review Board meeting and to extend the time for our presentation to 60 minutes. Please send a list of available dates.

Charles Langley, Executive Director Public Watchdogs (858) 384-2139 www.publicwatchdogs.org 7867 Convoy Court, Suite 302, San Diego CA 92111 On Tue, Jun 9, 2020 at 5:31 PM Bajwa, Chris <Chris.Bajwa@nrc.gov> wrote:

Mr. Langley,

Good afternoon. Although Management Directive 8.11 does not specify a definitive time allotted for petitioner meetings with the PRB, the time we originally allotted (one hour total, including the petitioners presentation and time for staff questions) is the usual practice for these meetings. Because the focused purpose of the meeting is for the petitioner to provide any relevant additional explanation and support for the request in the initial petition, this typical allotment of time appropriately accounts for the nature and complexity of issues raised in the petition as well as the staffs resources.

However, in this instance, because you were not aware of that timeframe, we are willing to accommodate your request for a longer meeting. We can support expanding the time to allow an hour for your presentation, for a total meeting duration of 90 minutes. If you are not prepared to present in that timeframe tomorrow, we will try to accommodate rescheduling the meeting.

You also asked about the membership of the PRB for purposes of focusing your presentation. The PRB is comprised of the members listed below, which includes experts in several fields, including materials and thermal engineering, criticality safety, as well as inspection of spent fuel storage systems.

Kevin Williams - PRB chair Latif Hamdan - Office Petition Coordinator Perry Buckberg/Natreon Jordan - Agency Petition Coordinator(s)

Jon Woodfield - Storage Inspector Stephanie Anderson - Regional Representative (Region IV)

Marlayna Doell - Project Manager Sophie Holiday - Office of Enforcement Robert Carpenter - Office of General Counsel Darrel Dunn - Senior Materials Engineer Andrew Barto - Senior Nuclear Engineer (Criticality)

Please let me know if you will be prepared to present at the scheduled time.

[External_Sender] Re: Re: Request to reschedule NRC Petition Review Board meeting

Dear Mr. Bajwa,

We reiterate our request that you reschedule tomorrow's Petition Review Board meeting, and point us to the Management Directive that imposes a 30-minute time limit on the presentation.

To answer your question, we anticipate that the presentation by Public Watchdogs will take between one hour and 90-minutes.

It would also be helpful to us if we could receive the biographies of the participants/decision makers assigned to, or supervising, the Petition Review Board in advance so that we can tailor the presentation to their level of expertise.

Many Thanks, Charles Langley, Executive Director Public Watchdogs (858) 384-2139 www.publicwatchdogs.org 7867 Convoy Court, Suite 302, San Diego CA 92111 On Tue, Jun 9, 2020 at 10:57 AM Bajwa, Chris <Chris.Bajwa@nrc.gov> wrote:

[External_Sender] Request to reschedule NRC Petition Review Board meeting

Dear Mr. Bajwa,

I appreciate your apology. However, it is unseemly that you have chosen to notify us one day prior to our 2.206 Petition Review Board meeting that we will be limited to a 30-minute time frame to present our arguments.

We therefore make two requests:

1) That the meeting be rescheduled, and
2) That you point us to the section of the Management Directive that imposes a 30-minute time limit.

Mr. Langley, I neglected to mention in my last e-mail that you will be provided 30 minutes during the meeting to present any additional information in support of your petition. I apologize for leaving this detail out and hope that it will not cause any problems for you or your colleagues as you plan for the meeting.

Please let me know if you have any additional questions.
