ACCEPTANCE FOR DETAILED REVIEW OF CENTRUS ENERGY CORP.S LICENSE AMENDMENT APPLICATION FOR ITS AMERICAN CENTRIFUGE PLANT HIGH ASSAY LOW ENRICHED URANIUM PROGRAM SUBMITTED ON APRIL 22, 2020 AND MAY 7, 2020 (ENTERPRISE PROJECT IDENTIFICATION NUMBER: L-2020-LLA-0085)

Dear Ms. Wiehle:

By letters dated April 22, 2020 (Agencywide Documents Access and Management System

[ADAMS] Accession No. ML20125A103) and May 7, 2020 (ADAMS Accession No. ML20139A100), American Centrifuge Operating, LLC (ACO), a wholly owned subsidiary of Centrus Energy Corp. (Centrus), provided the U.S. Nuclear Regulatory Commission (NRC) a request to amend its materials license for the American Centrifuge Plant (ACP) for the purposes of demonstrating and producing High Assay Low Enriched Uranium (HALEU) in a 16-centrifuge operating cascade in Piketon Ohio. By letter dated June 17, 2020 (ADAMS Accession No. ML20174A144), ACO resubmitted Enclosure 1 of its April 22, 2020 submittal as a publicly available document.

We have completed our acceptance review of your two submittals and have identified no administrative omissions or deficiencies. Your submittal has been assigned Enterprise Project Identification Number (EPID) L-2020-LLA-0085. Please reference this EPID number and Docket Number 07007004 in any future correspondence associated with this request. Please note that the NRC staffs detailed technical review of your submittal may identify omissions in the submittal information or technical issues which require additional information.

Based on our acceptance review and projection of current review schedules, we anticipate that we will complete the technical review of your two submittals by June 2, 2021. In addition, the NRC staff estimates that completing the review of the two submittals will require approximately 2,650 staff hours. The total cost of the review corresponds to about $737,000. Please note, the projected schedule and staff hours does not address the NRC staffs review of the amended physical protection plan (PSP) for the ACP HALEU cascade that is yet to be submitted. After the PSP is submitted, we will conduct an acceptance review of that submittal, and if we find it acceptable for detailed review, we will inform you of the approximate cost and schedule for the NRC staffs completion of its review of the PSP.
