This acknowledges the granting of enforcement discretion to Waterford 3 from the provisions of Technical Specifications 3.0.4 and 3.6.2.2 for the Containment Cooling System. Your letter (W3P88-1211) to this office, dated May 30, 1988, provides your basis for the enforcement discretion request.

1 Enforcement discretion was grcnted by NRC Region IV on May 29, 1988, allowing Waterford 3 to enter Mode 2 for the conduct of low power physics testing at or below 10-ypercent power with one of four containment cooling fans' inoperable.

The enforcement discretion request was followed with an emergency Tec1nical Specification (TS) change request on May 31, 1988.

The emergency TS change was granted by NRC on June 2,1988, and requires only one containment cooling fan per train to be operable.
