Units 1,2, and 3 Docket Nos. STN 50-528/529/530 Submittal of PVNGu Physical Security Plan, Amendment 43 Pursuant to 10 CFR 50.4, Arizona Public Service Company (APS) submits herewith Amendment 43 to the PVNGS Physical Security Plan for PVNGS Units 1,2, and 3.

APS has reviewed Amendment 43 in accordance with 10CFR50.54(p) and 10CFR73.55 and has determineo that the changes do not decrease the safeguards effectiveness of the PVNGS Physical Security Plan. Therefore, APS has determined that it is acceptable to implement these changes without prior NRC approval.

PVNGS Physical Security Plan Amendment 43 includes changes which were previously requested by the NRC (reference), as well as changes which implement the Hardened Barrier Project, re-number door / hatch numbers to comply with the PVNGS plant numbering scheme, identify two previously unnumbered penetrations and correct the description of detection aids near the Technical Support Center.

' to this letter contains Amendment 43 to the PVNGS Physical Security Plan. Enclosure 2 contains the 10 CFR50.54 (p) evaluation and justification for each of the Amendment 43 changes. And, Enclosure 3 contains a summary of the changes which are matrixed to the previous version (Amendment 42) of the PVNGS Physical Security Plan.

This amendment is being submitted and distributed in accordance with 10 CFR 50.4(b)(4). Since this submittal contains the composite PVNGS Physical Security Plan it is subject to the controls of 10CFR73.21, Requirements for the Protection of Safeguards information, and should be withheld from public disclosure and should not be placed in the Public Document Room.
