5 In accordance with 10 CFR 76, the United States Enrichment Corporation (U.SEC) hereby submits twenty (20) copies of Revision 26 (November 6,1998) to USEC-02, Application for United States Nuclear Regulatory Commission Certification, Portsmouth Gaseous Diffusion Plant.
Revision 26 incorporates changes to Safety Analysis Report (SAR) Sections 1, 5.7, and 6.9; the Emergency Plan, the Environmental Compliance Status Report; and the Bases statements for TSR Sections 2.1 and 2.5. The revisions to SAR Section 6.9 were developed to address concerns documented in questions 10 and 11 of the NRC's June 12,1998 letter to USEC (see the reference)

on Revision 24 to the Paducah Application. The Revision 26 changes have been reviewed in accordance with the requirements of 10 CFR 76 and have been determined to not require prior NRC

approval. Revision bars are provided in the right-hand margin to identify the changes. Revision 26 has been implemented effective November 6,1998.
