G. W. Knighton, Director May 20, 1986 Page Two These ite.ns have to do with Post Maintenance Test Requirements in existing Technical Specifications which can be demonstrated to degrade rather than enhance safety.
Item 3.1.3 pertains to Reactor Trip System components and Item 3.2.3 pertains to all other Safety Related componer.ts.
Because of the extended construction delay at WNP-3, Operational Phase Test and Maintenance procedures have been only partially completed and Technical Specifications have not been written.
We plan to have these sufficiently complete to allow a response to Items 3.1.3 and 3.2.3 one year prior to fuel load.
The preparation of the procedures and Technical Specifications will consider the stated staff positions for Items 3.1.3 and 3.2.3.
Consistent with reference b), the NRC should use July 1998 as the earliest date for fuel load for planning purposes.
