Attached are Commissioner McGaffigan's suggested changes to Chairman Jackson's 1

draft of the SRM.

In general he accepts her changes to the draft circulated yesterday, but he moves her Insert A nearer to the front of the text and clarifies how the Insert would function in relation to the priority ranking in the 3rd paragraph.

With that clarifi' cation, he believes that the word

" generally" that the Chairman adds to the first sentence of the 3rd paragraph

is unnecessary. He also suggests, by an addition to the same sentence, that the priority ranking not be applied unless the Commissioners expressing interest in a particular date cannot reach agreement among themselves.
