ENVIRONMENTAL ASSESStiEVT Identification of Proposed Action: By application dated Novec6er 10, 1986, as scoplamented, Memphis State University requested authorization to decontaminate and dismantle its AGN-201 Reactor Facility, to dispose of its component parts in accordance with the proposed dismantling plan, and to terviinate Facility i

Operating License No. R 127. Followire an ' Order Authorizing Dismantling of Facility and Disposition of Component Parts," dated January 26, 1988, Meephis state University completed the dismantlement and submitted a fir.a1 survey j

report on March 24, 1988, as supplemented. Region !! conducted a final survey j

during June and August 1988. This survey is docemented in Region !!

Inspection Report No. 50-538/88-01. The staff agrees with the analysis and j

the conclusion in the Memphis State University final survey report, as amended.

4 Need for Proposed Action:

In order to release the facility (or unrest.'icted access and use, Facility Operating License No. R-127 must be teminated, i

indicates that the residual contamination and dose exposures are less than the requirements of Regulatory Guide 1.86, Table I and the maximum exposure of 5 microR/hr above background at one meter.

These measurements have been verified by the NRC. The NRC finds that since these criteria have been met i

there is no significant irpact on the environment and the facility can be t

released for unrestricted use.

Alternatives to the Proposed Action: Since the reactor and component parts 1

l have been disrantled and disposed of in accordance with NRC regulations and i

i guidelines, there is no alternative to termination of Facility Operating j

License No. R-127.

No outside agencies or persons were consulted in relation to this action, j

The Comission has determined net to prepare an Environmental Impact Statement for the proposeo action. Based upon the foregoing Environmental Assessment, the Comission has concluded that the issuance of the Order will not have a significant effect on the quality of the human environment.
