SUBJECT: NRC INSPECTION REPORT NOS. 50-348/88-04 AND 50-364/88-04

The NRC Systematic Assessmant of Licensee Performance (SALP) Board has

completed its periodic. evaluation of the performance of your Farley facility.

This facility. was evaluated for the period August 1,1986 through March 31,

1988. The results of the evaluation are documented in the enclosed SALP Board

Report. This report will be discussed with you at the Farley facility on

July 7, 1988, at 10:30 a.m.

The performance of your Farley facility was evaluated in the functional areas

of - plant ~ operations, radiological controls, maintenance, surveillance, fire

protection, emergency preparedness, security, outages, training, quality

programs and administrative controls affecting quality, licensing activities

and engineering support.

A high level of performance has continued at your Farley facility. There was

an aggressive management posture towards nuclear safety. Strengths were noted

by;the SALP. Board in the functional areas of plant operations, radiological

-controls, fire protection, outages and licensing activities.

However, there were weaknesses identified in the functional areas of quality

program and administrative controls and engineering support. These weaknesses

were principally 'noted in areas of environment. qualification of electrical

equipment and in vendor interface program and procurement. In addition, a

common problem of failure to follow procedures was noted in many functional

areas.

Any comments you have concerning our evaluation of the performance of your

facility should be submitted to this office within 30 days following the date

of -our meeting at your Faricy facility. Your comments (if any), a summary of

our July 7,1988 meeting, and my disposition of your comments will be issued as

an appendix to the enclosed SALP Board Report.
