Dear Mr. Davis:
The purpose of this letter is to supplement our response to a Notice of Violation concerning the E-field intrusion detection system at Byron Station. That response was documented in reference (a). The enclosure to this letter provides additional information regarding the actions we have taken since April 1987 when the Regulatory Effectiveness Review Team raised the issue concerning detection capability of the E-field system.
In addition to the actions described in the enclosure, the Byron Security Plan has been changed to clarify the description of the E-field system.
We continue to believe a meeting with the NRC Region III safeguards staff to discuss E-field system detection capability will promote the resolution of this issue.
The enclosure to this letter contains safeguards information as defined in 10 CFR 73.21.
Accordingly, this informatica must be protected from public disciosure.
