SUBJECT:

ENVIRONMENTAL QUALIFICATION OF BUNKER RAM 0 CONTAINMENT PENETRATIONS AT DAVIS BESSE During a Region III Environmental Qualitication (EQ) Inspection at the Braidwood Station conducted during February and March 1988, it was determined that the environmental qualification of four Bunker Ramo containment pene-tration assemblies had not been adequately demonstrated. In response to a recent request, you provided information regarding the verification of qualification for Bunker Ramo penetration assemblies installed at Davis Gesse.

After reviewing this infomation we conclude that environmental qualification has still not been demonstrated for these assemblies. The documentation (test reports) used to support your position that these penetration assemblies are qualified is similar to that used for Braidwood 2. That documentation did not provide sufficient information (for example, insulation resistance test data) to conclude that operability under r'esign basis events has been fully demon-strated.

Since EQ has not yet been established for.the Bunker Ramo penetrations installed at Davis Besse, you should follow the guidance identified in Generic Letter 88-07, "Environmental Qualification of Electrical Equipment Important to Safety for Nuclear Power Plants," dated April 7,1988, regarding written Justification for Continued Operation.

This letter does not require any response. However, your evaluation in support of making a finding of operability should be made available for NRC review 1

regarding the demonstration of equipment operability.
