In accordance with the statutory obligation to respond to recommendations made by the General Accounting Office (GAO) within 60 days of their publication, we hereby submit ou*
responses to the GA0 recommendations in its report enti d "Action Needed To Ensure That Utilities Monitor and R' _,e ipe Damage."
The GA0' initiated its survey following the pipe rupture event at Surry Unit 2 in December 1986. As indicated in the report, the U.S. Nuclear Regulatory Commission (NRC) responded rapidly to the Surry event and implemented a plan of action to :ddress this issue industrywide. Licensee inspections for erosion / corrosion in single phase pipe systems are either completed or are scheduled for the next refueling outage at all plants. This program was developed by industry and approved by the NRC. A similar approach that will provide uniform results from existing utility two-phase piping inspection programs has been initiated. The NRC staff will inspect selected plants by October 1988 to determine the adequacy of individual plant programs. If industry programs are not adequate, the NRC will implement additional regulatory requirements.
Specific responses to the GA0 recommendations are enclosed.
