The ATW5 Rule (10 CFR 50.62, "Requirerents for Ptduction of Risk from Anticipated Transients Without scram (ATUS) Events for Light 4 ater-Ccoled Nuclear Power Plant") requires irproverents in the design and operation of corrercial nuclear power facilities to reduce the likelihood of failure to shutdown the reactor following anticipated transients, and to mitigate the

consequences of an ATKS event. The requirer,ents for a boilirg water reactor i

are to install an alternate rod injection (ARI) system, a standby liquid control systen (SLCS) and to trip tte reactor coolant ree.irculation punps autoratically under conditions indicative of an ATKS.

Northeast Utilities provided informatien ty a letter dated May 5,1987, and

Re: Millstone Nuclear Power Station, Unit No.1 The ATWS Rule (10 CFR 50.62, "Requirements for Reduction of Risk from Anticipated Transients Without Scram (ATVS) Events for Light-Water-Cooled Nuclear Power Plant") requires improvements in the design and operati, of comercial nuclear power facilities to reduce the likelihood of failufe to shutdown the reactor following enticipated transients, and to mitigate the consequences of an ATWS event. The requirements for a boiling water reactor are to install an alternate rod injection (ARI) system, a standby liquid control system (SLCS) and to trip the reactor coolont recirculation pumps automatically under conditions indicative of an ATUS.

Northeast Utilities provided infonnation by a letter dated May 5,1987, and supplemental infomation submitted in July 1988 concerning their implementation of the ATWS Rule. Based on our review, we have concluded that the ARI design and the ATWS/ recirculation pump trip design are in compliance with the ATWS Rule, and are therefo)t acceptable. However, as discussed in a telecon on September 13, 1988 with members of your staff, wo request that you submit the results of the preoperational tests to verify that the actual ARI function time is within the design limit. The enclosed safety evaluation ,

documents the staff's review and our conclusions on the ARI and RPT systems.

The standby liquid control system, the third element required by the ATWS rule, was evaluated in a letter dated July 30, 1987. The enclosed safety evaluation and the July 30, 1987 safety evaluation complete our review of 1 Millstone Unit No. I's compliance with the ATWS rule. .
