SUBJECT:
PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD SEPTEMBER 19 - OCTOBER 3, 1988 Enclosed is the Peach Bottom periodic status report from the NRC Resident Office at Peach Bottom.
Three NRC resident inspectors monitored activities at the plant during the report period.
These status reports are intended to provide NRC management and the public with an overview of plant activities and NRC inspection activities.
Subsequent inspection reports will address many of these topics in more detail.

ENCLOSURE PEACH BOTTOM ATOMIC POWER STATION STATUS REPORT FOR THE PERIOD September 19 - October 3,1988 1.0 Plant Status As of 8:00 a.m. on October 3,1988, Units 2 and 3 were in a cold conditicn per the March 31, 1987, NRC Order with coolant temperatures less than 212 i
degrees Fahrenheit. The Unit 3 core was completely off loaded into the l
spent M 1 pool.
l 2.0 Facility Operations Summary Unit 2 was in day 570 of its seventh refueling outage that began March 13, 1987. Unit 2 maintenance repair work was in progress on plant systems required for restart.
The Unit ? reactor pressure vessel hydrostatic test was the next critical path item.

refueling outage that began October 1,1987.
Unit 3 maintenance and l
modification work were underway on a number of plant systems.
3.0 Items of Special Interest 3.1 INP0 conducted a two week evaluation of the Peacn Bottom facility during the period September 12 through 23, 1988. Acorpoyate evaluation is being conducted October 3 through 7, 1988 c INPO will provide the licensee with the results of their overall assessment in October.
3.2 On September 29, 1988, a management meeting was held in with the licensee at Region 1 to discuss the following restart topics:

Licensee self-assessment program and current schedule for startup.
Licensee power ascension program plans.
j The licensee gave a presentation for each topic and responded to NRC questions.
i 3.3 A full scale, unannounced emergency plan exercise was held from 5:30 p.m.tomidnightonSr$tember 27, 1988.
The NRC, the states and local officials participated in the exercise. An NRC evaluation team also j
observed the exercise. The results of this evaluation will be the t
subject of a future NRC inspection report.

l 4.0 Other Items of Interest 4.1 On September 19, 1988, the licensee made a four hour telephone notification to the NRC regarding a mechanical problem associated with cell switches in safety related 4KV switchgear breaker compartments.
This problem could lead to breaker failure and may be a generic concern. The licensee is performing further evaluations.
4.2 On September 23, 1988, the licensee made a one hour Safeguards Event report to the NRC regarding a contract QC inspector who tested positive during a drug test.
The individual was denied access to site and the work he had performed is being reviewed.
4.3 On September 23, 1988, the licensee made a four hour notification to the NRC regarding a Unit 3 engineered safeguard (ESF) feature actuation caused when a loss of power occurred to a reactor protection system power feed. The ESF actuation resulted in a containment isolation signal with no valve movement.
4.4 On September 26, 1988, the licensee made a four hour notification to the NRC reporting a problem with the seismic gap which had been improperly filled in with concreate, between the Unit 2 reactor building the the radwaste building. The licensee had previously discovered this condition acd subsequently evaluated it as reportable.
The above items will be the subject of future NRC inspection reports.
5.0 NRC Activities During the Period 5.1 Three NRC Resident Inspectors and a regional inspector were assigned to monitor plant activities between September 19 and October 3, 1988.
These individuals consisted of the following:
Thomas P. Johnson
- Senior Resident Inspector Richard J. Urban
- Resident Inspector Larry E. Myers
- Resident Inspector Jack Gadzala
- Reactor Engineer Areas inspected included operational safety, shutdown order commitments, radiation protection, physical security, control room activities and demeanor, reportable events, surveillance testing, outage activities, maintenance, and outstanding items.
5.2 NRC specialists were on site as follows:
Specialists evaluated the annual emergency plan exercise on i
September 27, 1988.

.. e Three specialists reviewed the modification and surveillance programs during the period from September 26 to 30, 1988.
Two specialists reviewed the radiation protection program from September 26 to 30, 1988.
One specialist reviewed the licensee's corrective action to environmental qualification concerns during the period from September 26 to 30, 1988.
The results of these inspections will be the subject of future NRC inspection reports.
5.3 The NRC comoleted simulator training evaluations for a fourth shift crew on the Peach Bottom simulator during the period. The results of these evaluations will be the subject of a future inspection report.
5.4 One specialist and one resident inspection report was issued during the period.
Inspection report (50-277/88-29; 50-278/88-29) concerning tha Unit 3 access cover, emergency service water and the erosion /
corrosion program was issued. The inspection was conducted from August 5 to 12, 1988. A routine resident inspection report i
(50-277/88-24; 50-278/88-24) was issued on September 27, 1988.
The inspection was conducted from July 16 to September 2, 1988.
No violations were issued.
