Gentlemen:

This letter transmits the results of the subject inspection related to the

Comanche Peak Steam Electric Station (CPSES), Units 1 and 2, conducted by the

NRC's Office of Special Projects during the period from March 30 through

April 29, 1988.

Ice inspection team, comprised of NRC staff personnel and

contractors. performed the inspection at the offices of Ebasco Services

Incorporates (New Ycrk, NY) and Impell Corporation (CPSES site).

The team

reviewed the criter b and methodologies used in your Corrective Action Program

design vai!dativi of cable tray hangers, conduit supports, and heating,

ventilation, and air-conditioning (HVAC) ducting and supports.

In addition,

the team inst,ected the basis used to develop the root cause assessment

provided in your letter to the NRC dated March 16, 1988 (TXX-88254).

This inspection complements the NRC's previous inspection of Ebasco's

design criteria and analytical methodologies documented in Irspection Report

50-445/87-39, 50-446/87-30.

The enclosed report provides the results of

a followup inspection of the open items discussed in the previous inspection

report and discusses the team's review of the criteria and methodologies used

by Impell in their scope of work for cable tray hanger design validation. As

a result of this inspection, many open items previously identified have been

adequately resolved. The status of all open items identified in the previous

inspection report is provided in Section 1 of the enclosed report.

Our final

conclusions will be based on the inspections conducted to date and on an

inspection of the application and use of the cable tray, conduit support, and

HVAC design criteria and methodologies. The results of these inspections and

of reviews of any remaining open items which are closed out henceforth will be

addressed in the respective supplement to the CPSES Safety Evaluation Report

pertaining to that particular Corrective Action Program design discipline.

In accordance with 10 CFR 2.790(a), a copy of t:11s letter and its enclosure

will be placed in the NRC Public Document Room.
