This refers to the special safeguards inspection conducted by B. Drouin of
this office on November 24, 1987 through April 7,1988, of activities at
Zion Nuclear Power Station, Units 1 and 2, authorized by NRC Operating
Licenses No. OPR-39 and No. OPR-48 and to the discussion of our findings with

Mr. T. Rieck and members of your staff on April 7, 1988.
The inspection was conducted to review allegations relating to a contractor's
administration of their Fitness for Duty program and the dismissal of an
employee for surfacing concerns.
No violation of security plan requirements was identified during the inspection.
In accordance with 10 CFR 2.790 of the Commission's regulation, a copy of this
letter and the enclosed inspection report will be placed in the NRC Public
Document Room.
