Dear Dr. Crow:
GA Technologies Inc. (GA) previously received NRC approval (Refs. a and b) of a proposed reorganization relative to our operations conducted under Special Nuclear Material License No. SNM-696 This approved re-organization became effective on January 8, 1986. At about the same time, Mr. H. C. House, Vice President, Finance and Administration, an-nounced his retirement from GA.
The Director of Human Resources had reported to the Vice President, Finance and Administration, but with Mr.
House's.etirement, the Director of Human Resources now reports directly to the corporation's president. This change, resulting from Hr. House's retirement, in no way affects the roles or responsibilities of the var-ious functions responsible for assuring compliance as approved by the NRC in References a and b.
In particular, as discussed with Mr. Ketzlach, the corporation's Secretary remains vested with the responsibility and the authority to coordinate and act as the focal point of the company's management with respect to all matters important to the company's effec-tiveness in fulfilling its license commitments.
At the time the proposed reorganization was implemented, the " Fuel Oper-ations" Division was renamed the " Nuclear Fuel Fabrication" Division and l
" Fuel Fabrication" was renamed "HTGR Production." These were name changes only.
It was also observed during preparation of revisions for this submittal that Fuel Manufacturing QC was shown on Fig. II 3.1-1 of our license Specification volume as reporting to Fuel Fabrication (now HTGR Production), while in reality Fuel Manufacturing QC reports to Nuclear Fuel Fabrication.

Crow 696-8080 Following the recommendation of NRC staff, the Storage, Handling and Packaging function that had been shown reporting to the Nuclear Waste Processing Facility will now report to Nuclear Material Accountability.
Finally, each of the various standing committees identified on Fig. II 3.1-1 of our license, " Radioactive Management Organization Chart," ac-tually report to an appropriate cognizant vice president, rather than via GA's Executive Committee.
As a result of the above, and pursuant to Section 3.1 of our license, Figure II 3.1-1 has been revised.
A copy of the revised figure is at-tached. Additionally, a revised page II i of our license is attached.
This page from the table of contents was in error in that the titles to sections 3.2.2, 3.3 2 and 3.4.1 were inadvertently not revised to be con-sistent with the actual revised titles when submitted for NRC approval in Reference b.
Under separate cover, we are also submitting to NRC revised pages to various of our plans which support our license.
