McGuire Nuclear Station Docket Nos. 50-369, -370 ASME Section II Testing Requirements Gentlemen:

By letter dated February 9,1987, Duke Power Company submitted a request for relief, pursuant to 10 CFR 50.55 a(g)(5)(iii), from ASME Code Section XI Hydrostatic Testing requirements for portions of modifications on McGuire's Nuclear Service Water (RN) systems.

Subsequently, by NRC letter dated July 12, 1988, from Mr. D.E. Matthews, NRC granted relief from the hydrostatic test requirements.

During the 1988 Unit 2 refueling outage at McGuire, a 3 by 2 inch reducer was replaced on the RN system as part of Nuclear Station Modification (NSM) MG-11888.

The veld to install this reducer was one of the items for which relief from hydrostatic testing was sought and granted as mentioned above.

On December 27, 1987, Duke's Quality Assurance (QA) department discovered during an audit of the manufacturer of the reducer that sufficient documentation did not exist to support compliance with ASME QA program guidelines. Therefore, Duke began investigating the situation to determine if and what materials from this company have been installed at McGuire and any operability concerns that may exist.

Materials already identified have been tagged to prevent their being issued or used.

The 3 by 2 reducer was installed prior to it being identified.

As a result of this finding, McGuire is replacing the 3 by 2 inch reducer mentioned above for which relief from ASME testing has been granted by NRC.

Duke plans to replace the reducer during the Unit 1 1988 refueling outage, and will replace the reducer using the same materials, procedures, alternative testing, and qualified reducer, thereby repeating the original installation and testing as specified in Duke's initial relief request and NRC's subsequent approval (TACS 64644 and 64645).
