ATTACHMENT 1 Requested Revisions to Special Nuclear Materials License 70-2997 1)
Item 11 of the Special Nuclear Materials (SNM) license states " Procedures, and changes thereto, for the control and handling of nuclear fuel shall include the review and approval of. the Reactor Operator and Manager, Technical Support."
CP&L letter dated October 10,1935 (from A. B. Cutter to Mr. John G. Davis) stated that "the Manager, Operations is responsible for approval of fuel handling procedures.
The -Manager, Technical Support will review these procedures."
Therefore, CP&L requests that item 11 of the SNM license be revised to state
" Procedures, and changes thereto, for control and handling of nuclear fuel shall
. include the review by the Manager, Technical Support and the approval of the Operations Manager."

CP&L requests that a subitem c be added under item 14 of the SNM license to state "the minimum qualifications for the team leader responsible for criticality safety and for fuel assembly handling shall be in accordance with the following:
c) Currently licensed Reactor Operator or Senior Reactor Operator for the Harris facility." This change is justified because a NRC issued Reactor Operator or Senior Reactor Operator license authorizes the individual to supervise fuel handling and be responsible for criticality safety.

'to determine the presence of radioactive contamination will be collected, properly packaged, and temporarily stored in a controlled area in the Radiation Control facility located in the Waste Processing Building until it is shipped to'a licensed radioactive waste disposal facility for
' burial. When construction has been completed, radioactive waste generated from these tests will be stored in the designed radioactive waste storage area of the Waste Processing Building until it is shipped to a licensed radioactive waste disposal facility.
2.2 Nuclear Criticality Safety The movement and inspection of new fuel sasemblies will be a team effort. The team leader will*bs* resp 6ns'ible_for criticality safety and direction of new fuel handli,ng.and.yillrideet"bne cif the following minimum qualifications:

a)
Previously held an NRC R0 License at another facility and has had direct fuel handling experience.
b)
Individual (s) has been in responsible position in charge of new fuel receipt and handling at another facility.
c)
Currently NRC licensed RO or SRO for the Shearon Harris Nuclear I
Power Plant.
I The individual responsible for criticality safety will be trained on SHNPP fuel handling procedures. The Manager-Operations is responsible for the approval of. fuel. handling procedures. ~The Manager-Technical Support will review these procedures.
The team will also includ,e,aq individual qualified as a radiation control technician. This iiidivi' dual will be responsible for:
a)
Survey of the transport vehicle prior to removal of new fuel shipping containers'andpe'rio'dic' surveys prior to and during the removal, inspection and mo,vemene of.the new fuel.
b)
Establishing a radiation control area surrounding the fuel inspection area.
c)
Dosimetry for the work party doing inspection and fuel movement to the storage area.
d)
Opet a'un us a low volume airborne radiation monitor during load inspection and covement.
e)
Smears of new fuel assemblies to determine the presence and quantity of tramp uranium.
The team will also include additional personnel as required to complete fuel inspection and operate cranes and other equipment.
A general outline of the tasks to be completed during the inspection and movement of the first core of new fuel assemblies is provided below: (8540NLU/1js)
