This letter refers to the routine safeguards inspection of your a tivities authorized under NRC License Fo. SNM-696 conducted 1 y Messrs. G. B. Nelson and A. V. Wieder of this office o1 March 17 through 21, 1986. It also refers to the discussion of their inspection findings with you and certain members of your. staff on March 21, 1986.

7 E The inspection included exactination of activities reLited to your program for

} the control and accounting of special nuclear ciaterisl in accordance with 5

applicable requirements of Title 10, Code of Federal Segulations, Part 70,

" Domestic Licensing of Special Nuclear Material", and certinent license conditions as described in the enclosed inspection report. Within these areas, the inspection contisted of selective examinations of procedures an6 records, interviews with facility personnel and obserm tions by the inspector.

Based on the results of this inspection, it appears that one of your activities was not conducted in full compliance with NIC requirements, as set n forth in the Notice of liolation enclosed as Appendix ? to this letter. The l items have been categorized into a severity level as det.cribed in the NRC Enforcement Policy, 10 CFR Part 2, Appendix C.

Your response to this Motice is to be submitted in acccedance with the provisions of 10 CFR E.201 as stated in Appendix A, Not:ce of Violation.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice," Part 2, Title 10, Code of Ferieral Regulations, documentation of Ihe findings of your control and accountiig procedures for safeguarding specis 1 nuclear material .
