- nforcement Conference was held at the NRC Region I Office,
King of Prussia,.'
,sylvania, to discuss the findings of Special Inspection No.
50-271/86-05.
The meeting was attended by yourself and members of your staff and
l
Mr. J. Allan, Deputy Regional Administrator, myself and other members of the Region
I staff.
At the meeting, we discussed the circumstances surrounding the failure
to have the Standby Liquid Control System Operable for Core Operating Cycle XI
!
(July 1984 to September 1985).
Associated concerns were also discussed regarding
i
an unapproved change in the squib firing circuit, and the failure to detect a
manufacturing error on the squib primer chambers during preservice checks and tests.
A summary of our discussions and a listing of attendees are provided in the meeting
report enclosed with this letter.
No reply to this letter is required.
You will be notified of our decision regard-
ing enforcement action by separate correspondence.
