SUMMARY
OF MEETING AT NEl WORKSHOP TO DISCUSS NRC GENERIC LETTER 98-04 On September 10,1998, the NRC staff met with representatives of the Nuclear Energy Institute (NEI) and various utility representatives in Dulles, Virginia, to discuss NRC Generic Letter 98-04 (GL 98-04)," Potential for Degradation of the Emergency Core Cooling System and the Containment Spray System After a Loss-of-Coolant Accident Because of Construction and Protective Coating Deficiencies and Foreign Materialin Containment." The meeting took place as an open portion of an NEl workshop on GL 98-04. A list of meeting attendees is provided as Enclosure 1. '
The NRC staff provided, as opening remarks, some background on the regulatory basis for the issue raised in GL 98-04. The staff then reiterated that the purpose of the GL was to solicit .
information on the existing programs and analyses at the licensees' facilities. The staff then l discussed the answers to the previously submitted NEl questions on GL 98-04. A copy of the questions and answers is provided as Enclosure 2. Finally, the staff preserited the status of l ongoing research activities on containment coatings and pressurized water reactor sump issues.

OF MEETING AT NEl WORKSHOP TO DISCUSS NRC GENERIC LETTER 98-04 On September 10,1998, the NRC staff met with representatives of the Nuclear Energy Institute (NEl) and various utility representatives in Dulles, Virginia, to discuss NRC Generic Letter 98-04 (GL 98-04), " Potential for Degradation of the Emergency Core Cooling System and the Containment Spray System After a Loss-of-Coolant Accident Because of Construction and Protective Coating Deficiencies and Foreign Materialin Containment." The meeting took place as an open portion of an NEl workshop on GL 98-04. A list of meeting attendees is provided as Enclosure 1.
The NRC staff provided, as opening remarks, some background on the regulatory basis for the issues raised in GL 98-04. The staff then reiterated that the purpose of the GL was to solicit information on the existing programs and analyses at the licensees' facilities. The staff then discussed the answers to the previously submitted NEl questions on GL 98-04. A copy of the questions and answers is provided as Enclosure 2. Finally, the staff presented the status of ongoing research activities on containment coatings and pressurized water reactor sump issues.

- 1. Our understanding is that the response to the information requested in (1) pertains only to Service Level 1 coatings inside containment. Is this correct?
l NRC Staff Response: Yes, this is correct.
- 2. In (2) (ii) the staff sta.as "...lf a licensee can demonstrate this compliance (to 10 CFR 50.46) without quantifying the amount of unqualified coatings, this is acceptable." Please discuss the type of information the staff would expect to make this demonstration of compliance.
NRC Staff Response: We want to know what, if anything, licensees have done to demonstrate that their emergency core cooling systems (ECCS) are in compliance with the requirements of 10 CFR 50.46. We are not requesting that the licensee do any additional analyses or experimentation.
- 3. With regard to item (1) of the " Required Response," what does the NRC expect relative to vendor-supplied equipment?
NRC Staff Response: The NRC expects the licensee to respond by indicating whether or not it has vendor-supplied equipment inside containment that was procured without requirements that the protective coating be qualified or whether it has a mix of vendor-suppled equipment (e.g.,
equipment in containment with non-qualified protective coatings as well as equipment with protective coatings qualified under a 10 CFR Part 50, Appendix B, quality assurance program).
Also, the licensee is expected to identify if the non-qualified coating on the vendor-supplied equipment was upgraded or removed and qualified coatings applied. Further, the licensee is expected to identify what controls, if any, are in place to track the non-qualified coatings in containment (e.g., non-qualified coatings log). If non-qualified coatings inside containment are not tracked, the licensee should respond accordingly.
- 4. For item 2.(l).(b), what information should be submitted on how the limit for the amount of unqualified protective coatings allowed in containment is determined?
NRC Staff Response: The staff would like to knew how tile limit was determined. For instance, the staff would like to know what assumptions wen used, or if a transport model was used.
The staff does not need to see the detailed calcuhtions. Qualitative arguments may be submitted. In addition, some licensees may not track unqualified coatings. If this is the case, then the answer should be that unqualified coati igs are not logged.

- 5. Please describe the process and schedule the staff plans to follow to evaluate licensee responses.
NRC Staff Response: The staff will evaluate each licensee response and issue a safety evaluation (SE) on each response. It may be necessary to issue a request for additional Attachment 2

information (RAl)in some cases before the SE can be issued. When all of the SEs have been completed, the staff plans to issue a NUREG summarizing the results.
- 6. Does the staff have, or is there in preparation, a Temporary Instruction (or similar) to provide guidance in the performance of inspections of coatings in containment and licensee coating programs? If not currently available, what is the schedule for completion?
NRC Staff Response: There are currently no plans to issue a Temporary instruction on containment coatings.
- 7. Specifically, what criteria does the staff intend to provide to inspectors (e.g., in a Temporary Instruction) in regards to the acceptable quantity of degraded or unqualified coating?-
NRC Staff Response: The staff does not plan to have any inspections at this time.
- 8. The generic letter states that "the NRC intends to use information [provided in response to the GL] to assess whether current regulatory requirements are being correctly implemented and whether they should be revised." Please identify the regulatory requirements and guidance documents included within the scope of this planned assessment.
NRC Staff Response: The regulatory requirements applicable to this effort include 10 CFR 50.46,10 CFR Part 50, Appendix B, Regulatory Guide (RG) 1.54 and 10 CFR 50.65. Note that RG 1.54 is not a regulation, but is one method for describing how the requirements of Appendix B will be satisfied for a protective coatings program. The regulation that requires that the licensee describe how the requirements of Appendix B will be satisfied is 10 CFR 50.34(b)(6)(ii).
Unacceptable or indeterminate conditions identified during inspection of protective coatings should be evaluated and dispositioned properly. Following the evaluation of these conditions, the licensee should review the criteria and provisions contained in its Maintenance Rule implementing procedures and determine what actions, if any, are required. Further, the ;
responses contained in the attachment to these questions and responses provide additional guidance on the applicability of the Maintenance Rule to protective coatings.

- 9. If the staff concludes that a revision to regulations is appropriate, does the staff anticipate the need to perform a backfit review for applicability to current licensees, or is it anticipated that the revisions would only apply to future licensees?
NRC Staff Response: According to 10 CFR 50.109, a backfit analysis would be required unless the backfit were imposed to: 1) bring the facility into compliance with a license, rule, or order c' the Commission, or into conformance with written commitments by the licensee; 2) ensure that the facility provides adequate protection to the health and safety of the public and is in accordance with the common defense and security; or 3) define (or redefine) the level of protection to the public health and safety or common defense and security that is required.
- 10. It is our understanding that the NRC has in progress or is planning to conduct research related to coatings. Please describe the ongoing or planned activities in this area. Specifically address: a) the goals and objectives of the research; b) the scope of testing; c) the schedule l
for completion of testing and publication of results; d) discuss the NRC's need for testing and research given current industry activities; and e) if NRC research and testing is planned, what criteria will the NRC use to evaluate licensees' 120-day responses absent the testing program's conclusion? NRC Staff Response: There are no inspections currently planned.

- 12. The staff has previously communicated that it plans to reassess pressurized water reactor (PWR) sumps in light of the information leamed from the issue on boiling water reactors (BWR). !
Please provide an update on staff plans in this area and the schedule for completion.
NRC Staff Response: The staff plans to conduct a research program in this area over a 3-year
, period. This program has not started yet. The program will be conducted in two ohases.
Phase I will involve the collection of plant containment and sump data, the review and assimilation of Information, and the use of available knowledge to estimate debris transport in PWRs. Phase ll will include a determination of the need for a more extensive analysis and the need for testing based on the results of the Phase I transport analysis. The type of information that will be used in the analysis is: 1) layout of the containment floor; 2) layout and design details of the emergency core cooling system sump; 3) location of the sump in containment;
- 4) flow rate out of the sump as a function of time; 5) the flood level as a function of time; and
- 6) the operation of containment sprays.
- 13. In a March 20,1998, letter to Gary Holahan, the Nuclear Energy Institute stated that coordination of industry and NRC activities is needed to better understand potential problem areas and concerns about blockage of PWR sump screens by loss-of-coolant (LOCA) generated debris. What are NRC plans related to coordination of these activities?
NRC Staff Response: The NRC would like to work with the industry on the PWR sump issue in a similar manner to the way the staff worked with the Boiling Water Reactor Owners' Group (BWROG) on the BWR strainer issue. The staff held frequent public meetings witti the BWROG in order to discuss technical and regulatory issues, and to provide updates on ongoing industry and NRC research efforts.' Feedback from the NRC was provided on proposed ;
industry efforts as well as on application of test results. Likewise, the industry provided feedback on proposed NRC research efforts. The staff believes that this was the most effective way for resolving the strainer issue, and will be proposing a meeting in the near future with the
e 0 Pressurized Water Reactor Owners' Group (PWROG) and NEl to discuss a framework for working on the PWR sump issue in a similar manner,
- 14. The PWROGs have,in letters to the NRC, requested the use of LBB provisions to allow the exclusion of the dynamic effects of pipe rupture loads in the consideration of debris generation and coatings removal following a design-basis LOCA. What is the status of the NRC evaluation of these requests?
NRC Staff Response: The NRC staffis considering the request of the PWROGs. There are several issues being examined by the staff including the need for rulemaking and how risk should be included. When the staff has established a position, the staff will respond to the PWROGs letters and communicate with NEl.
