Inspection No. 50-029/88-19

This refers to the reactive safety inspection conducted by Mr. J. Furia of

this office on hptember 9,1988 of two shipments of radioactive waste from

the Yankee Nuclear Power Station to the burial site at Barnwell, South

Carolina.

Discussion of the findings of this report was held by Mr. Furia

with Mr. T. Henderson and others of your staff at the conclusion of the

inspection.

Areas examined during the inspection are described in the NRC Region I

Inspection Report which is enclosed with tnis letter.

Based upon results of

this inspection, it appears your procedures were not adequate to ensure that

maximum allowable: contamination levels as set forth in 10 CFR 71.87 were not

exceeded during transport.

Surwy results indicate contamination levels as

high as 61,000 dpm/100 cm2 on one cask, and as high as 122,000 dpm/100 cm2 on

the second cask. We request that you review the circumstances surrounding

this event and your procedures to ensure that regulatory limits on

contamination levels are not exceeded during transport. We further request

that you provide to us in writing within 30 days of the date of this letter

the results of this review.

Within the scope of this inspection, no violations or deviations were observed.
